About this file
This is an International Participation Plan attachment template for federal contract proposals. Attachment I (80GRC026R0008) requires prime contractors to complete a compliance discussion and table if their proposal includes international participation through non-U.S. nationals or non-U.S. entities.
The attachment mandates that offerors describe their plans for complying with applicable U.S. export laws and regulations, specifically 22 CFR parts 120-130 (International Traffic in Arms Regulations/ITAR) and 15 CFR parts 730-774 (Export Administration Regulations/EAR). Offerors must complete a table for each international contribution that identifies: the description of the contribution, contributing organization, whether prior Technical Assistance Agreement (TAA) approval is required, whether export license approval is required, whether the contribution is exempt or excepted from licensing, whether a license has been applied for, and projected application dates if applicable. If export licenses from the Department of State or Department of Commerce are necessary, offerors must provide a brief discussion of license application status, projected timing, and any schedule implications. The document notes that spacecraft and their specifically designed, modified, or configured systems, components, and instrumentation are generally controlled as either Defense Articles under ITAR or otherwise controlled under EAR. Reference information for U.S. export regulations is available through the State Department's Directorate of Defense Trade Controls and the Department of Commerce's Bureau of Industry and Security.
