Summary: NextSTEP-3 Appendix A Broad Agency Announcement
This document is Appendix A of the NextSTEP-3 Broad Agency Announcement (BAA No. 80GRC026R0008), issued by NASA's Research and Technology Mission Directorate, for technology maturation and risk reduction efforts in five competitive topic areas addressing lunar and cislunar infrastructure capability gaps. The solicitation seeks innovative solutions focused on surface power, in-situ resource utilization, advanced manufacturing, and nanomaterials through design, development, testing, and demonstration activities intended to advance technologies to Technology Readiness Levels 5–6. The five topics are: Vertical Solar Array; ISRU Oxygen from Regolith Production System; Radioisotope Stirling Generator System; In Space Advanced Manufacturing; and Innovative Nanomaterials Production. Each topic constitutes a separate competitive opportunity, with eligible offerors permitted to submit one proposal per topic as prime contractor. Eligible participants include all categories of U.S. organizations (educational institutions, industry, not-for-profit); non-U.S. organizations may participate as subcontractors with restrictions, including a complete prohibition on any bilateral participation with China or Chinese-owned entities. Proposals are due October 8, 2026 by 5:00 PM EDT via NASA's EFSS Box electronic submission system.
Awards will be firm-fixed-price contracts with a maximum three-year period of performance. NASA anticipates making approximately one to three awards per topic but reserves discretion to award more, less, or none based on selection criteria. No minimum or maximum funding ceiling is established per topic or award. Proposals must include a Base CLIN and one or more priced Option CLINs demonstrating logical progression of technical maturity, with offerors permitted to propose alternative CLIN structures appropriate to their technical approach. Proposal evaluation emphasizes technical merit (significantly more important than price) across multiple criteria including proposal relevance, past experience, technical approach, execution strategy, organizational readiness, essential personnel qualifications, risk mitigation, and price reasonableness. Proposals receiving unacceptable ratings for relevance or past experience, or poor technical ratings, are ineligible for award. The Source Selection Authority will consider portfolio balancing factors including topic distribution diversity, technical approach diversity, risk profile balance, and budget constraints when making final awards. Offerors must submit comprehensive proposals including executive summary, proof of eligibility, past experience documentation, detailed technical proposals with work plans as Statements of Work, price volumes using provided templates, and business volumes with signed model contracts, data rights assertions, representations and certifications, and organizational conflicts of interest plans.

2 Acquisition Objectives
2.1 Overview
The purpose of this solicitation is to acquire technology maturation, risk reduction, and capability demonstration efforts in five technology areas that address lunar and cislunar infrastructure technology gaps. These efforts are intended to generate the knowledge foundation NASA needs to support informed technical and programmatic decisions. The scope of this solicitation is derived from NASA Space Technology’s Civil Space Shortfalls and focuses on near-term mission-relevant lunar and cislunar technology priorities.
The Government is seeking innovative solutions in the following five technology areas (hereafter referred to as “Topics”):
• Topic 1: Vertical Solar Array
• Topic 2: In Situ Resource Utilization (ISRU) Oxygen from Regolith Production System
• Topic 3: Radioisotope Stirling Generator System
• Topic 4: In Space Advanced Manufacturing
• Topic 5: Innovative Nanomaterials Production
Each Topic constitutes a separate competitive opportunity under this solicitation authority. All eligible Offerors under this solicitation will be permitted to submit one proposal per Topic as the prime. Offerors submitting proposals under more than one topic shall submit a separate, complete proposal for each individual topic.
These Topics are focused on technology and manufacturing maturation, as well as ground-based demonstration activities, to advance capabilities toward Technology Readiness Levels (TRLs) 5–6 and reduce technical, programmatic, integration and operational risk associated with future mission applications.
Through this acquisition, industry partners will be expected to design, develop and demonstrate prototype systems and generate validated performance data, analytical models, and operational insights through testing and demonstration activities. These efforts should provide evidence necessary to assess system performance and reduce technical, programmatic, integration and operational risks.

If no subcontracting opportunities exist, the offeror shall provide a detailed statement as to why no such opportunities exist. The Subcontracting Plan or statement as to why no such opportunities exist will only be required to be submitted if selected for negotiations and , if required, will be requested during negotiations.
[End of Section]
8 Awards and Funding Guidance NASA anticipates making approximately one (1) to three (3) awards per Topic, but may award more or less in accordance with the selection criteria described in this BAA. The Government is not establishing a minimum or maximum funding ceiling per Topic or per individual award. NASA retains the discretion to allocate available funds across the Topics to best achieve the overall objectives of the BAA. The value of each award will be commensurate with the proposed work awarded.
9 Contract Structure NASA reserves the right to award one (1), multiple, or none, firm-fixed-price (FFP) contract(s) from each Topic under this Appendix A solicitation. Proposals shall include separate FFP pricing for each CLIN (base and options).
Awards under this BAA are subject to the availability of funds.
9.1 CLIN Structure Instructions
The contract shall be structured with a Base period and one (1) or more priced Option period(s), demonstrating a logical progression of technical maturity as applicable to the proposed effort.
The CLIN structures identified for each Topic below are provided as a template for structuring the proposed effort. NASA recognizes that Offerors may enter at different levels of concept maturity.
Accordingly, Offerors may either:
A. Propose the applicable CLIN structure template identified below; or
B. Propose an alternative CLIN structure consisting of a Base CLIN and one or more priced Option CLINs that is more appropriate for the maturity, risks, dependencies, and planned progression of the offeror’s proposed effort.
Regardless of the proposed structure, each CLIN shall represent a discrete, performance-based increment of work. For each CLIN, the Offeror must clearly define and identify:
• The expected technical maturity level at the beginning and end of each CLIN;
• The period of performance;
• Any required Government-furnished information, properties, or facilities; and
• A continuation review.
NASA may evaluate an offeror’s proposed CLIN structure as part of the technical and price evaluation. NASA will determine whether to exercise any Option based on the results of the continuation review, continued mission or programmatic need, availability of funds, technical progress, risk, and other factors determined relevant by the Government.
9.1.1 Long-Lead Procurement Option CLIN
For each proposal, an Offeror may propose a separately priced Option CLIN for long-lead procurements greater than $150,000 required to support a subsequent CLIN. The long-lead procurement Option CLIN may include advance purchase of materials, components, or other items for which an extended lead time would create a material schedule, cost, or technical risk.
The Government may exercise the Long-Lead Procurement Option CLIN independently of, before, or in conjunction with other Option CLINs when necessary to protect the planned schedule. Exercise of the Long-Lead Procurement Option CLIN does not authorize performance of the associated subsequent Option CLIN. Each item procured under a Long-Lead Procurement Option CLIN shall be stated as a deliverable. It is the Government’s preference to take full ownership and title of the item procured through a Long-Lead Procurement Option CLIN in the event the subsequent Option CLIN is not exercised.
For evaluation and contract administration purposes, the Long-Lead Procurement Option CLIN shall be treated as a separate priced Option CLIN.
