TO: All Potential Offerors

SUBJECT: Appendix A Final Solicitation No. 80GRC026R0008, for Next Step Technologies for

Exploration Partnerships-3 (NextSTEP-3) Broad Agency Announcement (BAA) Omnibus Appendix A; Lunar Enabling Infrastructure Accelerator (LEIA)

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC)’s Next Step Technologies for Exploration Partnerships -3 (NextSTEP-3) Broad Agency Announcement (BAA) Omnibus Appendix A: Lunar Enabling Infrastructure Accelerator (LEIA) final solicitation. The principal purpose of this requirement is to acquire technology maturation, risk reduction, and capability demonstration efforts in five (5) technology areas that address lunar and cislunar infrastructure technology gaps. The five

(5) technology areas are as follows: Topic 1: Vertical Solar Array, Topic 2: In Situ Resource Utilization (ISRU) Oxygen from Regolith Production System, Topic 3: Radioisotope Stirling Generator System, Topic 4: In Space Advanced Manufacturing, Topic 5: Innovative Nanomaterials Production.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1,500.

This competitive acquisition will result in one or more Firm‑Fixed‑Price (FFP) awards.

The anticipated contract award date is November 2026, with an immediate contract effective date.

The contract will be performed offsite at the Contractor’s facilities.

Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions take precedence:

1. The Government has decided an Industry Day will NOT be held for this effort.

2. NASA GRC appreciates the comments received in response to the release of the Draft Appendix A. These comments resulted in improvements to the quality and content of the overall Appendix A. Offerors should review the Appendix A in its entirety, as its content has changed from the Draft Appendix A version. The following list identifies some areas where significant changes or clarifications have been made from the Draft Appendix A to this final Appendix A that may not have been addressed in the Draft Appendix A questions and responses;

National Aeronautics and Space Administration John H. Glenn Research Center Cleveland, OH 44135-3191

a. Eligibility of Offerors - The solicitation was revised to permit non-U.S. organizations to participate as eligible team members with U.S. prime contractors

b. Work Structure and Long-Lead Procurements - The solicitation was revised to allow Offerors to propose an alternative CLIN structure consisting of a Base CLIN and one or more priced Option CLINs tailored to the maturity, risks, dependencies, and planned progression of the Offeror’s proposed concept. A long-lead CLIN option was also added to accommodate long-lead activities.

c. Modifications to Evaluation Criteria

d. Changes to Statement of Objectives particularly Topics 3, 4, and 5.

This list is not intended to cover all changes nor describe all solicitation requirements.

It is the Offerors’ responsibility to carefully review the solicitation in its entirety.

The final solicitation (and any potential amendments to the final) are the controlling documents for this effort. In the event of a discrepancy between the draft, any questions and answers posted, and the final solicitation, the final solicitation is the controlling document.

3. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.

4. Please be advised that there are no longer any Controlled Documents for this effort. The approved and publicly releasable version of EHP‑10069_Rev A_Final is the authoritative version to be utilized for all activities associated with this effort. All prior versions are obsolete and shall not be referenced.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents be released in Adobe Portable Document Format (PDF), with the exception of the Appendix A’s Price Volume exhibit which is in Excel format. The Offeror’s Price Volume proposal must include completed Price Volume exhibits in Microsoft Office Excel format with working cell formulas.

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically through the Government-wide point of entry website at www.SAM.gov. Potential offerors are requested to periodically monitor the websites for updates.

NFS 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate- Listing.pdf

This Appendix A does not commit NASA GRC to pay any proposal preparation costs, nor does it obligate NASA GRC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
