About this file
This is a Questions and Answers (Q&A) document for the NextSTEP-3 Broad Agency Announcement (BAA) Appendix A: Lunar Enabling Infrastructure Accelerator (LEIA) Final Solicitation. The document addresses organizational eligibility and NASA personnel involvement during the proposal phase of this federal solicitation.
The document clarifies three key policy matters: University Affiliated Research Centers (UARCs) are eligible to serve as prime contractors or team members on proposals; NASA Civil Servants may participate as team members if a proper Government Task Agreement (GTA) is executed in accordance with Section 10.2.1.7.6 of the solicitation, with engagement initiated through NASA Center Points-of-Contact listed in Attachment K; and NASA Civil Servants cannot assist in proposal preparation, provide advice on offeror solutions or approaches, or discuss competition or technical requirements, regardless of their intended role as future team members. The Q&A document notes that NASA addresses timely and relevant questions in batches and that the final solicitation and any amendments serve as controlling documents in cases of discrepancy with draft versions or posted Q&As.

Responses to Questions for Next Space Technologies for Exploration Parnterships-3 (NextSTEP-3) Broad Agency Announcement (BAA) Appendix A: Lunar Enabling Infrastructure Accelerator (LEIA) - Final Solicitation
** To facilitate timely responses, questions will be released in batches.**
Note: NASA strives to provide answers to as many questions as possible. NASA has reviewed and considered all questions that were timely and relevant to the purpose of the Q/A. As stated in the Cover Letter of the Solicitation: NASA will not provide evaluations, opinions, or recommendations regarding any suggested approaches or concepts if they were solicited. In the event of a discrepancy between the draft, any questions and answers posted, and the final solicitation, the final solicitation (and any potential amendments to the final) are the controlling documents for this effort.
1. Can a University Affiliated Research Center (UARC) propose as a prime and/or be a team member?
A: Yes, a UARC is able to propose as a prime and/or be a team member.
2. Can a NASA Civil Servant be a team member and how can this dialogue and collaboration commence during blackout?
A:Yes, NASA Civil Servants can be team members if a proper agreement is in place. As stated in Section 10.2.1.7.6 of the solicitation, NASA on-site resources will be defined, executed, and managed through Government Task Agreement(s) (GTA). Furthermore, Offerors seeking access to NASA resources (facilities, property, personnel for collaboration activities etc.) shall initiate engagement by contacting the NASA Center Points-of-Contact listed in Attachment K.
3. Can NASA Civil Servants help with a proposal if the NASA Civil Servant will be a team member?
A:NASA Civil Servant(s) even if they may ultimately serve as a team member (with the proper agreement in place) cannot provide assistance in preparing the potential offeror’s proposal, providing advice or opinions on the potential offeror’s solution or approach for performing the work and/or discussion of any information regarding the competition or its technical requirements.
