The Department of the Navy Naval Facilities Engineering Command is seeking a contractor to demolish and replace the existing aboveground fuel filtration system at Naval Station Norfolk, Virginia. The project involves removing an existing centrifugal pump, valves, and filtration vessels and installing a new filtration system with a vertical centrifugal pump, three vertical filter/separators, control valves, piping, and associated electrical infrastructure. The solicitation is limited to six pre-qualified Multiple Award Construction Contract (MACC) holders: MIG GOV, CCI Group, Etolin Strait Associates, Goshawk, Ocean Construction Services, and TyBe-Garney Federal JV. Proposals are due by 21 May 2025 at 1400 EDT, with the government evaluating submissions based solely on price. The contract is designated as a total small business set-aside with an estimated project value between $500,000 and $1,000,000. The work will be performed within an existing concrete slab at the LP Fuel Farm at Naval Station Norfolk, located in Norfolk, Virginia 23511. No excavation is required for the project, which has a contract completion timeline of 270 calendar days from the task order award date. Liquidated damages are set at $500 per day for delays. The project involves electrical work to accommodate the new fuel filtration system, including installing new buried electrical cabling between Building LP-18, the pump control building, and the pump location.
