About this opportunity

The Department of Veterans Affairs Network Contracting Office 20 seeks proposals for Under Dispenser Containment (UDC) and sump installation, Project 663A4-27-001, for the VA Puget Sound Health Care System at the American Lake campus in Tacoma, Washington, with questions due November 12, 2026 and proposals due November 17, 2026. The procurement is a total Service-Disabled Veteran-Owned Small Business set-aside, and offerors must hold active SBA SDVOSB certification at both proposal submission and award.

Offerors also need an active SAM registration listing NAICS 237120 and representing the firm as small under that code, with a $45.0 million size standard. Each proposal requires a bid bond equal to 20 percent of the bid price or $500,000, whichever is less. VAAR 852.219-75 limitations on subcontracting apply: for general construction, the prime cannot pay more than 85 percent of the government payment to firms that are not certified SDVOSBs or VOSBs, with materials excluded, and a signed certification must accompany the proposal.

Place of performance is 9600 Veterans Drive SW, Tacoma, WA 98493. The statement of work includes 14 primary tasks, among them fuel dispenser removal and reinstallation, containment sump and UDC installation, leak detection equipment, and startup testing and commissioning. The submittal list requires ICC U1 and U3 certifications and Washington State U7 or equivalent personnel certifications. A controlled fueling system shutdown requires at least 14 calendar days' advance notice. The period of performance is 90 calendar days after government receipt and approval of deliverables, which are due within five business days of award.

A site visit is scheduled for November 10, 2026, from 8:00 to 11:00 a.m. PST. The notice requires advance confirmation of attendance, while the site visit instructions describe attendance as recommended but not required. Confirmation goes by email to derek.crockett@va.gov and Bryan.Taylor@va.gov at least 24 hours in advance. The visit is viewing only.

The award is firm-fixed-price for a project magnitude between $100,000 and $250,000. Evaluation factors are Technical Capability (personnel certifications, equipment submittals, and a 90-day schedule), Past Performance (three to five projects completed within the preceding three years), and Price. Technical Capability and Past Performance combined carry equal weight to Price. The government intends one award without discussions but reserves the right to conduct discussions and reject any or all proposals.
