About this file
This document is a Pre-Proposal Inquiry (PPI) Submission Form for Solicitation No. N40085-25-R-2655, specifically addressing the LP-40 In-Line Receipt Filtration project at Naval Station Norfolk, Virginia. The PPI (No. 32) dated 05/20/2025 seeks clarification on staffing requirements for the project, specifically focusing on whether one person can simultaneously serve as the Site Safety and Health Officer (SSHO), Quality Control Manager (QCM), and Superintendent.
The NAVFAC response definitively states that one person cannot fulfill all three roles, though there are some role overlaps permitted. Specifically, the SSHO may serve as the Quality Control Manager and may also serve as the Superintendent, but the Superintendent cannot act as the Quality Control Manager. This clarification is critical for potential bidders to understand the project's personnel requirements and ensures proper oversight and quality control for the fuel filtration system installation project.
