About this file
This document is a Pre-Proposal Inquiry (PPI) Submission Form for solicitation N40085-25-R-2655, concerning the LP-40 In-Line Receipt Filtration project at Naval Station Norfolk, Virginia. The PPI contains 29 questions and responses submitted between 04/30/2025 and 05/07/2025, addressing technical and procedural details of the project. Key clarifications include confirmation of unlined steel pipe acceptability, specifications for pipe schedules, coating requirements, and confirmation that no additional repairs beyond the design are needed. The government responses provide specific guidance on project specifications, such as TRV placement, water usage, weekend work limitations, and compliance with Buy American regulations.
Notable technical clarifications include the confirmation that mechanical gauges will be used, no sump heater is required, water detection systems will be installed in vertical separators, and an across-the-line starter may be substituted for an explosion-proof version. The project involves demolition and installation of a new fuel filtration system, including a centrifugal pump, three vertical filter/separators, control valves, piping, and supports, all located within an existing concrete slab with curb containment. The contracting agency is the Department of the Navy Naval Facilities Engineering Command, with no excavation required but electrical work necessary to accommodate the new fuel filtration system.

Pg. Sec. Para.
1 04/30/2025 CD102 Is the presence of lead (or other hazardous waste) on the coalescers or piping probable?
The original design drawings for this area indicate a construction date after 1998.
Therefore, no lead is anticipated. This covers the entire fuel stand area within the curbed concrete pad.
2 04/30/2025 CD102 Are there any existing repairs to the facility that should be considered as an addendum to this project such as concrete joint/crack repairs, curb drain/iso valves, site lighting, valve reliefs, system piping reliefs, EFSOs, pipe supports/Teflon pads replacements, or pipe markings?
No additional repairs are noted at this time.
Design does include pipe supports and relief valves.
3 04/30/2025 CD102 Can any of the existing piping be modified and used in the new work (such as spools with FLOW switch, relief, and PG positions, 8” pipe for headers) as a cost benefit to the
Government?
No additional repairs are noted at this time.
Design does include pipe supports and relief valves.
4 04/30/2025 C501 Does the F/S require a sump heater for this area to prevent ice blocking in the sump drain line? Nothing to address this question was found in the drawing/specifications.
Following the typical installations at Oceana and Norfolk, there is no sump heater requirement.
5 04/30/2025 C501 The F/S indicated having a water-slug shut-off. This will deadhead the system if a slug passes through. Are there any concerns with this for the existing system? Would an alarm for a water slug be an alternative to consider?
There should not be a water slug shut off functionality on the flow switch. If there is no presence of flow, the flow switch will alert the pump to turn off. With respect to alarms, the intent was for each vertical separator to have an electronic water detection system connected to the bottom drain (See Sheet C-501, Note #3 for 600 gpm Vertical Separator). This was intended to have an alarm that would alert the operators of an issue. Each monitor requires
120V which may not be as apparent in the drawings. Power is available within the curbed area inside the existing junction box mounted inside the slab.
6 04/30/2025 C501 C501 NOTE: 6-inch Fuel Meter: can the
Government provide the location for this meter? No location is noted on CS101.
CD102 notes demo of flow meter.
CD102 notes the demolition of the existing meter. At the customer request, the new meter requirement was removed. Sheet C- 501 meter requirements language was removed (red-lined) in the latest set of drawings.
7 04/30/2025 C101 Is a meter intended to be in the F/S issue header upstream of the 8” tie-in? Is this a custody transfer meter? Will meter prover connections need to be installed for future meter calibration?
There is no intent to have a meter. All of the language for a new meter has been deleted
(red-lined) in the revised drawings.
8 04/30/2025 C101 Does LP-142 require a transfer pump to remove water bottoms and return product to the system?
It will serve as an accumulation tank with no transfer pump capability.
9 04/30/2025 C101 There aren’t specifications for the LP-140 visual gauges. Will this simply be mechanical
Mechanical gauges are used at a similar location within the fuel farm.
or should a basic electronic gauging/alarm system be considered?
10 04/30/2025 CS101 System piping TRVs aren’t referenced in the
CS101, symbols on C001, or pressure relief lines on CS501 and are not visible in existing site photos from CD101. Should TRVs be assumed between isolation valves, around the pump, and downstream header to existing piping? Is the Government considering DTR for DBBVs sufficient for thermal pressures (125PSI and above)?
Yes, TRV's should be assumed between isolation valves, around the pump, and downstream header to existing piping. In addition, each new DBV should have the
DTR function.

Is there a requirement for internally lined coating? There didn’t appear to be drawing notes or specifications for this requirement.
Please confirm CS piping downstream of the F/S is acceptable. Is SS F/S considered a cost benefit to the Government for this project?
Unlined steel pipe is acceptable.
12 04/30/2025 General With tariffs being assigned to components outside of the US and most valve/equipment castings coming from NAFTA partners, should pricing reflect tariffs on a separate line where they can be identified?
No, pricing does not need to reflect tariffs on a separate line where they can be identified.
13 04/30/2025 General Is there an allowance for project value to source materials from partner countries or is it domestic (BAA only)?
No, FAR 52.225-9 "Buy American --
Construction Materials" applies to this acquisition
14 04/30/2025 C101 Should cross-over stairs be considered for the discharge header between pump and LP-142?
No. The existing piping heights did not require cross-over stairs, and the new piping will not be varying significantly from a similar alignment.
15 04/30/2025 09 90
We note that 09 90 00 for paint and coatings is included in the UFGS package call for MIL-STD-101 (color codes for pipes and cylinders). Typically, UFGS 09 97 13.27 is selected and defines MIL-STD-161 for bulk petroleum NATO pipeline markings. Does the Government wish to include information about NATO pipeline markings defined by MIL-STD-161 for bulk petroleum?
No pipeline markings are required.
16 04/30/2025 General Will the Government allow the fire hydrants to be used for source water for the project site? Is there a cost assumed per gallon used?
After calling 811 for location services, what offices other than the KO will need to be coordinated for utility locations and is there an anticipated duration for the dig permit approval period?
Yes, the contractor will need to set up a temporary account for water through the base. Contractor will pay anticipated usage for the three-month deposit. Contractor will need to provide back flow device and meter.
17 04/30/2025 General Is there any potential for weekend work if there are weather delays or base events (air shows, active shooter drills, etc.)?
Weekend work is not permitted unless absolutely necessary. Subject to prior approval.

A. Will the Government facilitate the cost of the Owner's agent inspection at the pipe manufacturing facility as noted in SPEC
UFGS 33 52 40 sec. 2.2.3.a(4)? B. Regarding
UFGS 33 01 50.55, if there is no tank/vessel entry and cleaning is from outside a vessel, what will the CIH responsibilities entail? Is a
CIH still a requirement?
A. No, compliance with specifications is part of contractor’s cost. B. CIH responsibilities would still be required. Responsibilities would be as outlined in 33 01 50.55-1.5.7
19 04/30/2025 General Can QC/SSHO be the same person performing a dual hat role?
Per spec 01 35 26 1.7.3 the superintendent can also be the SSHO on this project. They will need to meet the EM385 requirement for a Level 1 SSHO.

Is there a specification requirement for internally lined coating (UFGS 09 90 13.17)?
There doesn’t appear to be drawing notes or specifications for this requirement.
21 04/30/2025 CS101 The drawings do not mention interior lining or SS pipe downstream of the FS. Please confirm unlined CS pipe as shown is acceptable.
22 04/30/2025 N/A The coating specification is not the standard high performance specification, UFGS 09 97
13.27. Please confirm a more cost-effective
coating. If UFGS 09 97 13.27 specification is added, can the QP-3/5 inspector/company be omitted for the short piping run?
I checked UFGS 09 97 13.17 and have substituted the following specifications: (1)
Zinc-Rich Epoxy Primer Coat: Epoxy polyamide, MIL-DTL-24441/19 (Formula 159, Type III) (2) Epoxy Intermediate Cost:
Epoxy polyamide, MIL-DTL-24441/31
(Formula 152, Type IV, White (Tinted)),
(3) Polyurethane Topcoat: Polyurethane coating topcoat of MIL-PRF-85285, Type II, White, SAE AMS-STD-595A color number 17925. Because of the small amount of piping, testing requirements can be waived.
23 04/30/2025 N/A There is no concrete specification for the new pump base. Can the use of a standard DOT specification for concrete be permitted?
Could a substitute steel support be used? A vertical pump can be suspended between pipe supports per MFR. Will a model with a base for pedestal mounting be required?
The existing pump is not supported by a pedestal. The intent was for a pedestal to not be required for the in-line close coupled centrifugal pump. Since the manufacturer does not require one (based on the PPI question), no pedestal is warranted.
24 05/06/2025 Is the soft starter in the valve control building required in a sealed explosion proof enclosure? Based on the heat this starter puts out it is not able to be in an encloser that would be needed to meet the explosion proof requirement. We cannot find any of the major manufacturers offering an explosion-proof option. They can do a standard across-the-line starter. Please advise.
An across the line starter may be substituted.
25 05/06/2025 If an explosion proof soft starter is required in the valve control building, per response to question #24, please provide a basis of design.
Refer to response to question #24. An across the line starter in an explosion proof panel is satisfactory.
26 05/07/2025 C101 What schedule is the pipe? We anticipate
Schedule 40 for 2.5" +up | Schedule 80 2" +down.
For the discharge piping (6-8 inch), it is
Schedule 40 steel. For the piping under 2-inches, Sheet C-501 indicates the piping shall be stainless steel. Because there will be threaded fittings, the stainless steel must be able to be threaded. While Schedule 80 would work, a lower thickness such as
Schedule 40 is satisfactory as well.
27 05/07/2025 CD102 What volume of fuel should be anticipated for the system including in the coelescers and
LP-142 (PRT)?
Item 1: Fuel and residuals removal from LP-
142 AST is not part of this project. Item 2:
With respect to the coalescers, Sheet CD-
102 lists estimated disposal quantities for sludge and fuel wastewater in the sections titled "DISPOSITION OF FILTER
VESSELS" and "VALVE OPERATION &
RESIDUAL FUEL".
28 05/07/2025 C101 Should LP-142 (PRT) be drained and cleaned during this project? What volume of fuel should be anticipated?
Any required draining and cleaning will be accomplished by the fuel farm operators
(LB&B)
29 05/07/2025 General Is imported piping from partner nations acceptable?
No, FAR 52.225-9 "Buy American --
Construction Materials" applies to this acquisition
