About this opportunity
The Department of Veterans Affairs seeks laboratory courier transportation services for James H. Quillen VA Medical Center and 14 outpatient clinic locations, with proposals due June 9, 2026 at 11:00 AM ET. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside under NAICS 492110.
Place of performance spans Mountain Home, Bristol, Sevierville, Knoxville, and other locations across Tennessee and Virginia. The contract is a firm-fixed-price indefinite-delivery/indefinite-quantity acquisition for a five-year base term running July 1, 2026 through June 30, 2031. The contractor must provide pickup and delivery of laboratory specimens (blood, urine, biopsies, cultures), interoffice mail, and office supplies/equipment to multiple VA clinics on established schedules, Monday through Friday excluding federal holidays. Service requires temperature and humidity-controlled vehicles (66–72°F, 20–60% relative humidity), chain-of-custody documentation, HIPAA and OSHA compliance training, and personnel background checks.
Government-provided coolers measure 13 inches (W) × 19 inches (L) × 14.5 inches (H), with each site sending and receiving one cooler daily; the contractor determines required vehicle cargo space and resources. Annual escalation is limited to two percent with a combined maximum of ten percent over five years. The previous contract (36C24923F0231) had a final full option year cost of $396,320.00. Approximately eight drivers and vehicles currently service the contract, though this is not a requirement. The contractor bears responsibility for all equipment, personnel, supervision, licenses, permits, and management necessary to perform services. Evaluation criteria are price, technical capability, and past performance, with award to the responsible offeror providing best value. Service Contract Act prevailing wage determinations apply across the performance region. Amendment 0002, issued June 8, added guidance on vendor questions regarding operational requirements.

This RFQ is closed. This contracting officer just noticed there is a discrepancy in the due date and time between the actual solicitation document and this posting. The written document takes precedence. The RFQ was meant to close on 6/9/2026 at 11:00am, ET, not 11:00pm EDT. Considering the confusion this created for offerors, the government is going to reassess those solicitations submitted between 6/9/2026, 11:00am ET and 5:30pm ET, which the government initially deemed late. No other solicitations will be accepted from this date and time forward.
