About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor Employment Standards Administration Wage and Hour Division. The document applies to federal service contracts in Virginia (Fairfax, Fauquier, Loudoun, Prince William, and Stafford counties), the District of Columbia, and Maryland (Charles and St. Mary's counties). Wage Determination No. 2015-4281, Revision 36, effective 3/30/2026, establishes prevailing wage rates for service contract employees across 99 occupation codes spanning administrative support, automotive service, food preparation, furniture maintenance, general services, health occupations, information and arts, information technology, instructional, laundry and dry cleaning, machine tool operation, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, stevedoring, technical, and transportation occupations.

All listed occupations receive fringe benefits including $5.55 per hour for health and welfare (up to 40 hours weekly), two weeks paid vacation after one year of service escalating to four weeks after 15 years, and a minimum of eleven paid holidays annually. Specific occupations carry additional compensation: Computer Programmers and Systems Analysts are subject to exemption provisions under 29 U.S.C. 213(a); Air Traffic Controllers and Weather Observers receive night and Sunday pay differentials; certain designated positions qualify for 4% or 8% hazardous pay differentials; and uniform allowances of $3.35 per week are provided where required. Executive Order 13706 provisions requiring paid sick leave apply to contracts awarded on or after January 1, 2017, and Executive Order 13658 minimum wage requirements of $13.30 per hour apply to qualifying contracts awarded between January 1, 2015 and January 29, 2022. The wage determination includes conformance procedures for unlisted classifications requiring contractor submission to the Wage and Hour Division within 30 days of performance.
