About this file

This is Amendment 0002 to Solicitation 36C24926Q0230, issued by the Department of Veterans Affairs Network Contracting Office 9 in Murfreesboro, Tennessee, dated May 27, 2026. The amendment constitutes the government's final response to ten vendor questions regarding a transportation and logistics contract for medical samples and reusable medical equipment (RME).

Key details from the government responses address vendor concerns about operational requirements: government-provided coolers for transporting lab samples measure 13 inches (W) x 19 inches (L) x 14.5 inches (H), with each site sending and receiving one cooler daily; determining required vehicle cargo space and vehicle types is the contractor's responsibility; this is a firm-fixed-price contract with no fuel surcharge consideration, though escalation is limited to a maximum two-percent annual rate with a combined total not exceeding ten-percent over the five-year period. The previous contract number was 36C24923F0231 with a final full option year cost of $396,320.00. The government indicates that approximately eight drivers and vehicles have been observed servicing the current contract, and mid-size to compact sedans are typical, but these are not government requirements. The contractor bears responsibility for determining necessary resources, providing temperature logs per Performance Work Statement Section 5.2, and submitting all 81 pages of the solicitation with attachments in their offer. No consideration is provided for brand-new vehicle requirements or contractor-supplied equipment such as coolers, totes, or locks.

This amendment is the Government's final response to vendor questions.

Question 1: Please identify which locations will receive Clean/Soiled RME (Reusable Medical Equipment)?

Govt. Response: The solicitation does not state RME specifically but if RME were to be transported it would be in government-provided medical approved coolers/containers that are non-porous and disinfected with hospital-grade cleaner.

All sites would potentially be receiving these coolers/containers.

Question 2. What is the maximum cubic ft of vehicle cargo space required for the supplies noted in this solicitation?

Govt. Response: That is a vendor responsibility to determine. The current dimensions of government-provided coolers storing lab samples are 13in (W) x 19in (L) x 14.5" (H), where each site would be sending and receiving one daily.

Question 3. Will there be a consideration for a fuel surcharge in this contract?

Govt. Response: No. This is a firm-fixed price contact and the volatility of fuel prices should be considered in the offer for each ordering period. NOTE: Government does not allow more than a two-percent (2%) annual escalation rate with a combined total exceeding ten-percent (10%) over a five-year period.

Question 4. If not brand new, could you please provide the current / previous contract number?

Govt. Response: 36C24923F0231

Question 5. What was the cost of the final full option year of the previous contract?

Govt. Response: $396,320.00

Question 6. How many drivers/vehicles are currently used to service the current contract?

Govt. Response: About Eight (8) drivers/vehicles have been observed but this is not a government requirement.

It is the contractor's responsibility to determine the quantity of resources required to efficiently and effectively meet this requirement.

Question 7. What is the vehicle size currently servicing this location?

Govt. Response: Mid-size to compact sedans have been observed but is not a government requirement. The contractor is responsible for determining the resources required to efficiently and effectively meet this requirement.

Question 8. How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily?

Govt. Response: See Question 2. & 7.

Question 9. Please clarify if the government will require the vendor to provide equipment (coolers, totes, locks, and temperature logs).

Govt. Response: PWS Section 5 & 8 sufficiently define responsibilities between contractor and the government.

Per PWS section 5.2, temperature logs are the contractor's responsibility.

Question 10. Reading through the instructions (page 54), I'm still unsure if you would like us to include ALL 81 pages of the solicitation with attachment 1, or only the clauses, price schedules and other pages you had mentioned?

Govt. Response: Yes, all 81 pages.
