About this opportunity
The Naval Sea Systems Command, through the Naval Surface Warfare Center Carderock Division (NSWCCD), is soliciting proposals for Preservation, Inspection, Repair, and Maintenance (PIRM) Support Services for two service craft, the IX527 and IX528, permanently moored at the Southeast Alaska Acoustic Measurement Facility (SEAFAC) near Ketchikan, Alaska. The services required include drydocking, structural steel repairs, surface preparation and painting, mechanical and electrical systems installation, ultrasonic testing, and comprehensive maintenance and preservation activities for these specialized acoustic research vessels. Contractors must demonstrate significant maritime vessel repair and maintenance capabilities, possess or secure appropriate drydock facilities, manage Controlled Unclassified Information, and provide detailed past performance references demonstrating relevant experience. The solicitation will be evaluated using a lowest-price, technically acceptable (LPTA) approach, with evaluation factors including technical approach, past performance, and cost reasonableness. The initial proposal response deadline is October 23, 2025, with the government having issued multiple amendments to extend the due date and clarify technical requirements; the anticipated contract award date is January 16, 2026.
This is a 100% small business set-aside solicitation structured as a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract with an estimated total government obligation of $27 million, though individual task orders are anticipated to range between $3 million and $15 million. The first task order (TO-0001) covers the IX527 barge with a shipyard availability period from May 1, 2026 to September 1, 2026, while a second task order (TO-0002) for the IX528 barge is anticipated for 2027. The contract will be performed at a shipyard location in the Seattle, Washington area or other contractor-owned facilities capable of handling the specialized barge repair work. The solicitation includes 34 specific work items for IX527 and comparable requirements for IX528, with government-furnished property provided for certain components and materials with a scheduled delivery date of May 1, 2026. Contractors must submit comprehensive proposals across four volumes covering technical approach, past performance, cost details, and contract documentation, with extensive supporting materials including property management questionnaires, past performance references, and detailed pricing templates required for submission.
