About this file
This document is a set of Answers to Prospective Offeror Questions for RFP N00167-25-R-1001, covering IX-527 & IX-528 Barge Overhaul Services. The Q&A addresses several technical details, including keel cooler specifications (23in width, 18ft length, 4in depth, located 9ft from port side), coolant requirements (one 210-liter container of pre-mix for the cooling system), and geographic towing restrictions. The government clarified that technical drawings for keel coolers are unavailable, previously planned CO2 fire suppression system work is no longer included, and additional ship check pictures can be requested with proper CUI information handling authorization.
The document also outlines specific maritime transit constraints, requiring towing within protected waters to the maximum extent possible. Contractors must ensure the barge has a minimum 12-hour window of sea state 3 or less conditions when transiting unprotected waters, and must remain within 8 hours (40 nautical miles) of a safe harbor at all times. An RFP amendment with revised requirements specification is expected to follow shortly, indicating potential upcoming changes to the solicitation details.

Answers to Prospective Offeror Questions
RFP N00167-25-R-1001 – IX-527 & IX-528 Barge Overhaul Services
• Question 1: For Item 30, will USG provide drawings and/or tech pubs for the subject keel coolers?
Answer: Technical drawings/publications for the keel cooler are not available.
IX-527 Keel cooler details (with attached diver photo):
• Width: 23in
• Length: 18ft
• Depth: 4in
• 9ft from port side
• Question 2: Work Item 30
30.3.8 Can you please provide how much coolant is needed to refill the Cooling System.
Answer: The Govt. estimates that one (1) 210 liter container of coolant pre-mix is sufficient to refill the system. See paragraph 30.3.8 for part number.
Question 3: Drawings 8853540 Firemain System and 8916515 CO2 fire suppression system were included with the package, but no work item references these drawings. Is there work related to the CO2 Fixed Fire Suppression System?
Answer: Work originally planned for system, related to this drawing, is no longer included in the package.
Question 4: Also during the ship check there were some pictures taken and Contractor is wondering if those pictures will be shared.
Answer: These are available upon request. However, the contractor will need to be authorized to handle/accept CUI information through the appropriate system.
Question 5: Please confirm that there are no geographical restrictions other than those noted in the specification paragraph 1.4.9.
Answer: Due to sea state and towing speed restrictions, towing shall occur within protected waters to the maximum extent possible. In addition, the barge under tow shall have a minimum window of 12 hours, of forecasted sea state 3 or less conditions, for safe transit of (IN) unprotected waters, and be within 8 hours (40 nautical miles) of safe harbor (protected waters in sea state 3 or less) at all times during transit. This may require delays while awaiting appropriate conditions for continued towing.
An RFP amendment will follow shortly with a revised requirements specification.
