About this file
This document is an Industry Day Q&A document from an Industry Day Visit on 22 July 2025, containing technical clarifications about a barge-related contract. The questions and answers cover various technical specifications including barge displacement, handrail replacements, system commissioning, bilge pump modifications, winch requirements, steel skirt handling, and coating/painting preparation. Multiple answers indicate that an RFP amendment will be issued with revised requirements specifications, particularly for winch work (suspension and omni winches), painting square footage, and surface preparation details. The responses provide specific technical guidance, referencing drawings like "IX-527 BARGE INSTALLED BALLAST" and "8916473", and citing industry standards such as SSPC guidelines for surface preparation and coating application.

Industry Day Q&A – Industry Day Visit of 22 July 2025
**Numbers within the question indicate SOW paragraph numbers.
1. 6 – Does the gross tonnage of the barge include the pea gravel?
Answer: The listed max displacement for docking includes the pea gravel.
2. 12.1.2 – Can we provide a quantity of handrails that need to be replaced? Who is making the call as to whether they need to be replaced based on level of corrosion? (Eric to bound the problem)
Answer: Quantities can be seen on drawing 8916473. Any handrails not called out on this drawing that are corroded or found to be deteriorating in Item 24 UT / Steel inspections, shall be added to a repair plan that is requested within Item 24. Government will review and either approve/disapprove the repair plan once delivered to govt following inspections.
3. 14.4 – Is the contractor responsible for commissioning the system? Parts of system will be provided as GFP/GFM, who will test it?
Answer: Yes, the contractor is responsible for commissioning the system.
4. 15 – Review this work item for bilge pumps.
Answer: Work item modifies strainers only and is a baseline item. Work item 16 moves bilge pumps, among other things, and is an optional item. These work items appear to cover what is needed without mods.
5. 15 – Which voids have pea gravel? Are strainer modifications required on voids that do not have pea gravel?
Answer: Refer to referenced drawing “IX-527 BARGE INSTALLED BALLAST” for voids with pea gravel. Strainer modifications are in voids with pea gravel and are per associated drawing and include all strainer baskets.
6. 23 – Review for winch specific work, may require SOW revisions.
Answer: An RFP amendment will be issued with revised requirements specifications.

7. 23 – Be more specific about the requirements for the omni winch. Work item 23 focuses on the suspension winches, but is vague on the requirements for the omni winch.
Answer: An RFP amendment will be issued with revised requirements specifications.
8. 31 – Do steel skirts need to be removed before towing or painting?
Answer: Steel skirt removal prior to towing or painting is not required.
9. 31 – Specify square footage for painting/prep for each requirement under work item 31.3.
Answer: An RFP amendment will be issued with revised requirements specifications.
10. 31 – Table 4, review “surface preparation” column. The prep for each coating may need to be revised to one time before first coat. Some of the preps for later coatings may remove the previous coating.
Answer: The table and prep guidelines come directly from SSPC guidelines. Each layer has an associated prep specification. Generally speaking, the first layer cleans to metal, then subsequent layers provide a profile texture to allow application of that next layer.
