About this file

This document is a Property Management Questionnaire for Solicitation No. N0016725R1001, related to barge preservation, inspection, repair, and maintenance (PIRM) support services for the Naval Surface Warfare Center Carderock Division (NSWCCD). The questionnaire requires potential contractors to detail their comprehensive property management processes, including procedures for receiving, tracking, inventorying, and managing government-furnished property for the IX527 and IX528 service craft located at the Southeast Alaska Acoustic Measurement Facility (SEAFAC).

The document outlines nine critical areas of property management that offerors must address, including receipt of government property, record-keeping, physical inventory processes, subcontractor property control, reporting mechanisms, loss investigation and mitigation, property utilization, maintenance protocols, and property closeout procedures. Contractors must demonstrate their ability to maintain detailed, auditable records of government property, track item specifics such as quantity, acquisition cost, location, and disposition, and implement robust systems for managing and reporting on government-owned equipment throughout the contract's lifecycle.

A1.1: Government Furnished Property: The Offeror shall describe their approach for ensuring that upon the receipt of Government Furnished Property, a written statement will be transmitted to the contract Property Administrator and Contracting Officer containing all relevant facts, such as cause or condition and a recommended course(s) of action, if overages, shortages, or damages and/or other discrepancies are discovered upon receipt of Government-furnished property.
