About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking preservation, inspection, repair, and maintenance (PIRM) services for two barges, IX-527 and IX-528, located at the Southeast Alaska Acoustic Measurement Facility (SEAFAC) near Ketchikan, Alaska. The work involves comprehensive overhaul services including structural modifications, electrical system upgrades, safety improvements, painting, and various optional enhancements, with contractors required to tow the barges to their facility to perform the work. The government intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) firm fixed-price contract with the IX-527 barge included in the first task order. Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) approach, considering technical approach, past performance, cost, and contract documentation. Contractors must obtain Joint Certification Program (JCP) credentials and are encouraged to attend industry day site visits, with the most recent scheduled for July 22, 2025, and a registration deadline of July 15, 2025. The draft Request for Proposal (RFP) has been released with proposals due by August 18, 2025, and an anticipated contract award date of January 16, 2026.
This procurement is designated as a 100% small business set-aside under NAICS code 336611 (Ship Building and Repairing), with no incumbent contractors identified in the documentation. The contract has a total maximum value of $27,000,000, with the initial task order for the IX-527 barge having a minimum value of $3,000,000 and maximum of $15,000,000. The period of performance for the first task order extends from January 15, 2026, to September 1, 2027, with the actual overhaul work scheduled to be completed between May and September 2026. The place of performance includes Seattle, Washington and surrounding areas, as contractors will need to tow the barges from their current location in Alaska to appropriate maintenance facilities. The contract structure includes 17 Contract Line Item Numbers (CLINs) covering various maintenance and modification services, with milestone-based payments for the base requirements and completion-based payments for optional work items.

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for preservation, inspection, repair, and maintenance services for the Southeast Alaska Acoustic Measurement Facility (SEAFAC) Static Site IX-527 and IX-528 Barges located in Back Island, near Ketchikan, Alaska. This requirement will include towing these barges to the contractor facility in order to commence the work. NSWCCD intends to award an Indefinite Quantity/Idefinite Delivery (IDIQ) contract to overhaul both barges. The IX-527 barge will be included in the first task order (TO), awarded at the time of the IDIQ.
Market Research is being conducted to determine all potential socio-economic small businesses and large businesses interested in, and capable of, providing the support services identified herein. The Draft SOW for IX-527 is being provided to solicit comments and questions from potential offerors and will remain posted until 1 April 2025.
The attached Market Research Questionnaire is intended to assist the Government in determining the probability of large or small business prime contractors responding to a future Request for Proposal (RFP) to provide the required services.
Please note the Place of Performance Location includes Seattle, Washington, AND surrounding areas.
The Government has received requests for pictures of the barges via email. We do not have publicly releasable detailed pictures at this time. A high level picture of both barges can be found at the following link:
