The Bureau of Land Management Oregon-Washington Region seeks HVAC refurbishment of a 10-ton outdoor air-cooled heat pump unit at the National Historic Oregon Trail Interpretive Center in Baker City, Oregon, with sealed proposals due September 15, 2026, at 5:00 p.m. Pacific Time. The procurement is a total small business set-aside, foreclosing competition outside that category.
Place of performance is 22267 US Highway 86, Baker City, Oregon 97814. The estimated project magnitude is between $25,000 and $100,000 under NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors. Performance period runs October 1 through October 31, 2026, with work to be completed within 30 calendar days of notice to proceed. The contractor must commence within 10 calendar days of receiving notice to proceed.
The work includes demolition and replacement of outdoor condensing coils, fan motors, and filter-drier; refrigerant recovery and recharge; and comprehensive testing and inspection of the existing Johnson Controls Series 20 Split System (Model J10PCC00A4ALB2, 460V-3Phase-60Hz, R-410A). All replacement equipment must be OEM-equivalent or custom-manufactured to exact specifications and compatible with the existing unit. Execution requires EPA Section 608-compliant refrigerant handling, pressure testing to 400 PSI nitrogen with zero pressure-drop tolerance over 30 minutes, deep vacuum evacuation below 500 microns held for 15 minutes, and insulation resistance testing, acid and moisture testing on compressor oil, and operational data recording in heating and cooling modes. All parts must be UL-listed with minimum one-year product and installation warranties.
Award will be made using Lowest Price Technically Acceptable based on Relevant Experience (minimum two, maximum four similar HVAC projects completed as prime contractor within six years) and price evaluated for reasonableness. Performance and payment bonds are required for awards exceeding $35,000. Construction wage rates apply per Davis-Bacon Act. An organized site visit was conducted August 27, 2026.
