Contractors must submit three copies of manufacturer's literature, warranties, and testing/inspection documentation to the Bureau of Land Management, Vale District Office, 100 Oregon Street, Vale, OR 97918, allowing five working days for government review and approval prior to installation.

SECTION C HVAC Refurbishment CU-9 at NHOTIC

SPECIFICATIONS HVAC SYSTEM REPLACEMENT

SECTION C – SPECIFICATIONS

C.1.0 GENERAL

C.1.1 DESCRIPTION OF WORK - Furnish all necessary labor, supervision, equipment, transportation, supplies, and materials to refurbish existing 10- Ton outdoor air-cooled heat pump unit. Work shall include demo and replacement of outdoor condensing coils, fan motors, filter-drier, refrigerant recharge, and testing and inspection of mechanical components required to ensure a fully operational heat pump unit.

C.1.2 LOCATION: Work is located at the Bureau of Land Management

National Historic Oregon Trail Interpretive Center, 22267 US Hwy 86, Baker City, OR. 97814.

C.1.3 SPECIAL REQUIREMENTS: Regular business hours are Monday through Friday, 9:00 am – 5:00 pm (PST), except for federally observed holidays. The point of contact on site will be the Maintenance Worker, Pete Heredia. Work Phone (541) 523-1840. Contractor shall verify location and distances of equipment and refrigerant piping prior to submitting a bid for contract award.

C.2.0 PRODUCTS

C.2.1 Existing Outdoor Unit (CU-9):

MANUFACTURER

A. Outdoor Air-Cooled Heat Pump Unit:

a. Johnson Controls Series 20 Split System

• 10-Ton, 11.0 EER/11.4 IEER/11.8 IPLV, R-410A Heat Pump,

• 2-Pipe R-410A, 460V-3Phase-60Hz,

• Copper Tube/Aluminum Fin Condenser Coil

• Phase Monitor

• Low ambient Control

C.2.2 General: All replacement equipment and parts shall be manufactured and designed for compatibility with the existing Johnson Controls outdoor condensing unit and in accordance with commercial industry standards.

A. Outdoor Unit Condensing Coils:

Shall be exact OEM replacement coils or custom-manufactured to be installed in the existing outdoor unit. Outdoor coils shall be copper

tube construction with aluminum fins, bonded to the tubes by mechanical expansion, factory tested under high pressure to insure leak proof construction.

B. Dual Compressors/Fan Cycle Controllers (OPTION #1):

The Government believes there is a high likelihood that both existing compressors and fan cycle controllers currently operate within factory parameters/tolerance limits. If upon inspection and testing, compressor and/or fan cycle controller operation is outside of factory tolerances/limits, compressors and fan cycle controllers are to be removed and replaced with OEM replacement components or custom-manufactured to be installed in the existing outdoor unit.

C. Fan Motors:

Shall be exact OEM replacement or manufactured and designed to be installed in the existing outdoor condensing unit.

D. Filter-Drier:

Shall be UL listed of the sealed type (Catch All or equivalent), bi-directional, and capable of filtering out moisture, foreign matter, acids, sludge, and/or varnish due to oil decomposition.

C.3.0 EXECUTION

C.3.1 Refrigerant Management & Component Replacement

Recover existing refrigerant into certified cylinders per EPA Section 608 regulations. Log recovered weights. Remove degraded condenser coils.

Install new OEM-spec or approved equivalent aluminum-fin/copper-tube condensing coils. Replace all condenser fan motors with new OEM equivalents. Install new matching run capacitors. Inspect, clean, and balance existing fan blades; replace blades if structural micro-cracks are found. Cut out existing liquid line and suction line filter-driers. Braze in new, highly absorbent oversized filter-driers using a continuous nitrogen purge (2–3 PSI) to prevent internal oxidation.

C.3.2 Mechanical Inspection & Diagnostic Testing

Perform insulation resistance testing (megohmmeter) on compressor motor windings. Conduct an acid and moisture test on the compressor oil.

Inspect the reversing valve solenoid coil resistance and physically test valve sliding operation. Check all service valves for tight shutoff and mechanical integrity. Inspect compressor rubber isolation grommets, fan motor mounts, and base pan structural framing for cracking, degradation, or excessive vibration.

C.3.3 Electrical Restorations

Replace all primary compressor contactors. Tighten all high- and low-voltage electrical terminals. Inspect wiring insulation for brittleness or heat damage. Clean debris from the base pan.

C.3.4 Pressure Testing, Evacuation, and Commissioning

Pressurize the system with dry nitrogen to 400 PSI. Hold for a minimum of 30 minutes to verify zero pressure drop. Pull a deep vacuum using a calibrated micron gauge. The system must drop below 500 microns and hold for 15 minutes with the pump isolated (vacuum decay test). Weigh in a virgin or certified reclaimed refrigerant charge to exact factory specifications, adjusting for the existing line-set volume. Start the unit and record operational data. Measure volts, amps, ambient temperature, subcooling, and superheat in both heating and cooling modes.

C.4.0 FIELD QUALITY CONTROL

A. Pressure Test: Test refrigeration system in accordance with ASME B31.5. Pressure test system with dry nitrogen to 400 PSI. Perform final tests at 27-inches vacuum and 400 PSI using electronic leak detector. Test to no leakage.

B. System Start-Up: Contractor shall set initial temperature set points and instruct operating personnel in adjustment of set-points and controls.

C.5.0 SUBMITTALS: Contractor shall submit the following to the Bureau of

Land Management, Vale District Office, 100 Oregon Street, Vale, OR.

97918, for approval prior to installation. Allow 5 working days for government review and approval. Submit 3 copies of the following:

A. Manufacturer’s Literature: Technical data for outdoor air-cooled heat pump condensing coils and all components replaced/installed on this project.

B. Warranties (Product and Installation) C. Testing and Inspection Documentation (complete with Installer and

COR signatures)

C.6.0 QUALITY ASSURANCE: All parts and equipment shall be Underwriter’s

Laboratory (UL) listed and factory tested to ensure field operation.

Product warranty shall be the best commercially available, but not less than 1 year. Installation service provider shall provide a minimum one-year warranty against defects in installation and workmanship.

C.7.0 LAYOUT: See attached drawings.

SECTION E – INSPECTION AND ACCEPTANCE

E.1.0 INSPECTION: The Contracting Officer Representative (COR) and/or

Project Inspector (PI) will make periodic inspections as a basis for payments. The Contractor is encouraged to observe inspections while they are being made and have a supervisor on site to confer with the COR.

E.2.0 ACCEPTANCE: Work performed according to the specifications outlined in Section C will be considered acceptable for payment purposes.

J.1.0 Drawings: Shall consist of two sheets.
