This is a presolicitation notice announcing a firm fixed price construction contract for HVAC refurbishment services. The solicitation is designated as a total Small Business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19 million. The contract will be awarded on a lowest price technically acceptable (LPTA) basis. The contractor must commence work within ten calendar days of receiving the notice to proceed and complete all work within 30 days from issuance of the notice to proceed. The anticipated period of performance start date is October 1, 2026. One or more items under this acquisition are subject to Buy American-Construction Materials requirements. The solicitation is anticipated to be issued on the same date as this notice. All responsible Small Business sources may submit proposals for consideration. B01 Synopsis for Contract Action
HVAC Refurbishment CU-9_NHOTIC
The Bureau of Land Management (BLM), Spokane District Office intends to issue a Request for Proposal for a firm fixed price construction contract for the HVAC Refurbishment CFU-9_NHOTIC project, for the BLM Vale District Office, Oregon. The location of the project is at the Bureau of Land Management National Historic Oregon Trail Interpretive Center, 22267 US Hwy 86, Baker City, OR. 97814
The objective of this contract is to refurbish existing 10-Ton outdoor air-cooled heat pump unit. Work shall include demo and replacement of outdoor condensing coils, fan motors, filter-drier, refrigerant recharge, and testing and inspection of mechanical components required to ensure a fully operational heat pump unit.
The Contractor shall be required to (a) commence work under this contract within ten
(10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 30 days upon issuance of notice to proceed. The solicitation will be issued as a total Small Business set aside under NAICS code 238220 Plumbing, Heating, and Air- Conditioning Contractors, size standard $19 million. One or more of the items under this acquisition is subject to Buy American-Construction Materials.
The basis of award will utilize lowest price technically acceptable (LPTA). The solicitation is anticipated to be issued on the same date as this notice. The tentative anticipated period of performance start date is October 1, 2026. All responsible Small Business sources may submit a proposal which shall be considered by the agency.
