AMENDMENT 2
Solicitation 140L4326R0032 – HVAC Refurbishment CU-9 NHOTIC
QUESTIONS AND ANSWERS
Q1: Relevant Experience: Paragraph L.2.1.1 states that the identified projects must have been completed as a prime contractor. The required project information then asks the offeror to identify whether each project was performed as a prime contractor or subcontractor.
Will the Government accept relevant experience performed by Wolf-Industries’ committed major HVAC subcontractor, ACCO Engineered Systems, or must both qualifying projects have been completed by Wolf-Industries itself as the prime contractor?
A1: Evaluation Factor Section L.2.1.1 requires the contractor to demonstrate specialized experience by submitting a minimum of two (2) and a maximum of four (4) HVAC projects of similar scope and magnitude. These projects must have been completed as a Prime Contractor within six (6) years of the solicitation closing date. To be evaluated as technically acceptable, at least two (2) of the submitted projects must have been performed as the Prime Contractor because a submission of at least 2 projects is considered acceptable.
Q2: Performance Period: SF-1442, Item 11, states that the contractor must complete performance within five calendar days after notice to proceed. Section F.1.0 states that work must be completed within 30 days after notice to proceed.
A2: This is an error on the SF-1442 and will be corrected via Amendment.
Q3. Proposal Deadline: SF-1442, Item 13, identifies September 11, 2026, at 5:00 p.m. local time.
Paragraph L.1.1 identifies September 11, 2026, at 2:30 p.m. Pacific.
A3: This is an error, the time for submission will be 5:00 p.m. and will be corrected via Amendment. Note: Amendment 2 will further extend the submission due date to September 15, 2026, at 5:00 p.m. Pacific.
Q4: Bonding and Payment Protection: The SF-1442 notes that an award exceeding $35,000 requires a payment bond. Item 12 and paragraph H.14.2 refer to performance and payment bonds and identify Standard Forms 25 and 25-A.
A4: If you submit a proposal for $35,000 or more, you will need to submit that payment bond after award (see box 12a and 12b of the SF1442). The magnitude of the project is between $25,000– $100,000 (IAW FAR 36.204 Disclosure of the magnitude of construction projects). The bond requirements are indicated in Section H.1.0, H.14.1, 52.228-2, and 52.228-14.
Q5. Section C Heading: The Section C specification pages are headed “Jordan Valley Guard Station – HVAC System Replacement,” while the body of Section C identifies the National Historic Oregon Trail Interpretive Center in Baker City and describes the CU-9 refurbishment.
A5: We confirm the heading error and make the correction via Amendment.
Q6. Compressor and Fan-Cycle Controller Scope
Section C requires diagnostic testing and inspection of the existing compressors, but it does not expressly require compressor replacement or replacement of the fan-cycle controller. ACCO’s preliminary project pricing includes replacement of the two-compressor skid and fan-cycle controller.
A6: The scope of work will be revised to add an optional item to Remove/install (replace) dual compressor package and fan cycle controllers (see section C.2.2.B). As a result, Clause 52.217-7 Option for Increased Quantity – Separately Priced Line Item and Provision 52.217-5 will be added to the solicitation. This change will also be reflected in Section B of the SF1442 – Price Schedule.
