About this file
This document is a Specifications section (Section C) of a federal contract solicitation for HVAC system replacement at the Bureau of Land Management's National Historic Oregon Trail Interpretive Center in Baker City, Oregon.
The work involves refurbishing an existing 10-ton Johnson Controls Series 20 Split System outdoor air-cooled heat pump unit (Model J10PCC00A4ALB2, R-410A, 460V-3Phase-60Hz). The contractor must furnish all labor, supervision, equipment, transportation, supplies, and materials to complete demo and replacement of outdoor condensing coils, fan motors, filter-drier, refrigerant recharge, and testing of mechanical components. All replacement equipment and parts must be exact OEM replacements or custom-manufactured equivalents compatible with the existing Johnson Controls unit and compliant with commercial industry standards. The condensing coils must feature copper tube construction with aluminum fins, fan motors must be OEM equivalents, and the filter-drier must be UL-listed, sealed-type (Catch All or equivalent), bidirectional units capable of filtering moisture, foreign matter, acids, sludge, and varnish. Work location is 22267 US Highway 86, Baker City, OR 97814, with regular business hours Monday through Friday, 9:00 a.m. to 5:00 p.m. PST, excluding federally observed holidays. The on-site point of contact is Maintenance Worker Pete Heredia at (541) 523-1840.
Execution requirements include EPA Section 608-compliant refrigerant recovery with logged weights, condenser coil removal and replacement, fan motor replacement with new run capacitors, fan blade inspection and replacement if micro-cracks are found, and filter-drier installation using continuous nitrogen purge (2–3 PSI). Mechanical inspection must include insulation resistance testing on compressor motor windings, acid and moisture testing on compressor oil, reversing valve solenoid coil resistance inspection, service valve verification, and inspection of isolation grommets and structural framing. Electrical work includes replacing primary compressor contactors, tightening all terminals, inspecting wiring insulation, and cleaning the base pan. Pressure testing, evacuation, and commissioning must include 400 PSI nitrogen pressurization held for 30 minutes minimum for zero pressure drop verification, deep vacuum pulling to below 500 microns held for 15 minutes with pump isolated, virgin or certified reclaimed refrigerant charging to factory specifications adjusted for line-set volume, and operational data recording including volts, amps, ambient temperature, subcooling, and superheat measurements in both heating and cooling modes. Field quality control requires pressure testing per ASME B31.5 to 400 PSI using dry nitrogen and final leak detection at 27-inches vacuum and 400 PSI with zero leakage tolerance. Contractor shall set initial temperature set points and instruct operating personnel on controls adjustment.
Submittals require three copies of manufacturer's literature, product and installation warranties, and complete testing and inspection documentation signed by the installer and Contracting Officer Representative, submitted to the BLM Vale District Office, 100 Oregon Street, Vale, OR 97918, with 5 working days allowed for government review and approval prior to installation. All parts and equipment must be UL-listed and factory-tested with product warranties of at least one year and installation service provider warranties of minimum one year against defects in installation and workmanship. The Contracting Officer Representative and/or Project Inspector will conduct periodic inspections, and work performed according to Section C specifications will be considered acceptable for payment.

C. Filter-Drier:
Shall be UL listed of the sealed type (Catch All or equivalent), bi-directional, and capable of filtering out moisture, foreign matter, acids, sludge, and/or varnish due to oil decomposition.
C.3.0 EXECUTION
C.3.1 Refrigerant Management & Component Replacement
Recover existing refrigerant into certified cylinders per EPA Section 608 regulations. Log recovered weights. Remove degraded condenser coils.
Install new OEM-spec or approved equivalent aluminum-fin/copper-tube condensing coils. Replace all condenser fan motors with new OEM equivalents. Install new matching run capacitors. Inspect, clean, and balance existing fan blades; replace blades if structural micro-cracks are found. Cut out existing liquid line and suction line filter-driers. Braze in new, highly absorbent oversized filter-driers using a continuous nitrogen purge (2–3 PSI) to prevent internal oxidation.
C.3.2 Mechanical Inspection & Diagnostic Testing
Perform insulation resistance testing (megohmmeter) on compressor motor windings. Conduct an acid and moisture test on the compressor oil.
Inspect the reversing valve solenoid coil resistance and physically test valve sliding operation. Check all service valves for tight shutoff and mechanical integrity. Inspect compressor rubber isolation grommets, fan motor mounts, and base pan structural framing for cracking, degradation, or excessive vibration.
C.3.3 Electrical Restorations
Replace all primary compressor contactors. Tighten all high- and low-voltage electrical terminals. Inspect wiring insulation for brittleness or heat damage. Clean debris from the base pan.
