About this opportunity

The U.S. Army Corps of Engineers Omaha District is procuring generator step-up (GSU) transformers for two hydroelectric dam facilities: Oahe Dam in South Dakota and Fort Peck Dam in Montana. The contract requires design, manufacturing, factory acceptance testing, delivery, and installation support for a total of 12 transformers - 10 for Oahe Dam (one 103,000 kVA three-phase transformer at 115 kV and nine 68,667 kVA single-phase transformers at 230/132.790 kV) and 2 for Fort Peck Dam (42,000/56,000 kVA three-phase transformers at 230 kV). This is a best value-tradeoff procurement with evaluation factors including technical requirements and approach, work plan, past performance, small business participation, and price, with technical factors being significantly more important than price. The solicitation has undergone multiple amendments, with the current proposal due date of October 14, 2025, at 2:00 PM local time. Mandatory site visits were conducted on May 13, 2025, at Oahe Dam and May 15, 2025, at Fort Peck Dam. All offerors must be registered in the System for Award Management (SAM) and submit questions through the ProjNet system.

The solicitation is designated as a Women-Owned Small Business (WOSB) set-aside under NAICS code 335311 with a small business size standard of 800 employees. The contract includes economic price adjustment provisions tied to Bureau of Labor Statistics indices for steel, copper, and transformer oil materials, with price increases capped at 20 percent of the original unit price. The comprehensive scope includes design approvals, tank production, winding and core construction, assembly, testing, delivery, offloading, temporary storage, reassembly, oil processing, and field testing services. All transformer deliveries must be completed within five years after contract award, with performance locations at Fort Pierre, South Dakota, and the respective dam power plant sites. The procurement involves replacing aging transformers from circa 1961 and requires extensive factory acceptance testing including temperature rise tests, impulse tests, and sweep frequency response analysis to meet stringent performance and reliability standards for these critical hydroelectric power generation facilities.
