About this file

This document is a comprehensive solicitation (W9128F25RA053) for the supply of generator step-up (GSU) transformers for two hydroelectric power plants: Fort Peck Dam in Montana and Oahe Dam in South Dakota. The project involves designing, manufacturing, and delivering a total of 12 transformers: two three-phase transformers for Fort Peck Dam (42,000/56,000 kVA, 230 kV) and ten transformers for Oahe Dam (one three-phase 103,000 kVA, 115 kV transformer and nine single-phase 68,667 kVA, 230/132.790 kV transformers).

The solicitation requires contractors to complete factory acceptance testing, deliver transformers to their respective power plant sites, offload and temporarily store them, reassemble and process transformer oils, and move the transformers to their final operating locations. Site visits are scheduled for May 13, 2025 (Oahe Dam) and May 15, 2025 (Fort Peck Dam). The primary NAICS code is 335311 (Power, Distribution, and Specialty Transformer Manufacturing) with a small business size standard of 800 employees. Contractors must be registered in the System for Award Management (SAM) and access solicitation documents through SAM.gov. All questions must be submitted through ProjNet as specified in the solicitation.
