The solicitation, numbered 040ADV-25-R-0013, requires a Licensed Fire Protection Engineer to provide comprehensive system testing, consultation, and certification services to ensure full compliance with applicable NFPA codes and standards. The contract will use a Lowest Price Technically Acceptable (LPTA) evaluation approach, considering factors such as past performance, technical capability, and pricing. Key dates include a mandatory site visit on March 10, 2025, with questions due by March 12, 2025, and proposals due by March 27, 2025. Contractors must demonstrate expertise in testing various fire safety components including smoke detectors, heat detectors, pull stations, control panels, and sprinkler systems.

The contract period is one year with an option to extend an additional six months, covering two Contract Line Item Numbers (CLINs): CLIN 0001 for 150 hours of testing by three technicians and CLIN 0002 for 280 hours of consultation by two engineers. Inspection reports reveal significant maintenance needs across the four buildings, with device failure rates ranging from 2.21% to 40.91% across fire alarm and sprinkler systems. The work will begin on April 7, 2025, with a final consultation report due by May 2, 2025. Contractors must be prepared to address a wide range of system deficiencies, including expired gauges, damaged components, failed annunciation systems, and non-compliant installations identified in the detailed building inspection reports.
