This procurement is a total small business set-aside under NAICS 236220, foreclosing competition outside the small business pool.

Place of performance is Quincy, California (Red Rock Lookout at the end of Forest Service Road 28N15A, Plumas National Forest). The work scope includes roofing replacement with composite shake tiles, installation of a lightning protection system compliant with NFPA 780 by a Lightning Protection Institute certified contractor, off-grid solar infrastructure with minimum two-day battery storage and 120V output, exterior and interior finishes, utility piping, and replacement of deteriorated siding, trim, and catwalk tread. Lightning protection must be designed by an LPI-certified designer and installed by an LPI-certified installer. A California-licensed Structural Engineer must review structural design. All lead paint abatement testing and clearance testing are the contractor's responsibility. The contractor furnishes all utilities, including generator and water supply.

Field work is limited to 150 calendar days, Monday through Friday, 0600–1900 hours (other hours require Contracting Officer approval at no additional cost). Work typically occurs between June and October due to seasonal access constraints; the contract period of performance is October 26, 2026 to March 25, 2027. The price range is $250,000 to $500,000, firm-fixed-price. A 20 percent bid guarantee is required for quotes exceeding $150,000; performance and payment bonds are mandatory. Buy American Act construction material requirements apply per FAR 52.225-9. Prevailing wage rates per Department of Labor General Decision CA20260007 (effective September 3, 2026) are applicable.
