About this file

This is a specification document for the PNF Red Rock Lookout (LO) Renovation project, containing detailed technical requirements across multiple construction divisions dated April 17, 2026.

The project encompasses comprehensive renovation work including demolition, lead-based paint encapsulation, synthetic roof tile installation, hollow metal and wood door installation with hardware, painting and coating systems, residential casework (kitchen cabinets and countertops), plumbing piping (domestic water and propane gas), and photovoltaic solar collectors. Key administrative requirements include submission of a schedule of values within 14 calendar days of award, progress payment applications using AIA Forms G702/G703, requests for information (RFIs) with 14-calendar-day government response times, and submittal procedures requiring one electronic PDF copy with 15-day review periods for standard submittals (plus an additional 7 days for sequential reviews). Lead-based paint work requires extensive pre-work notifications, Cal/OSHA certifications, worker protection measures including blood lead level monitoring, and comprehensive clearance testing before reoccupancy. The roofing system specifies Brava synthetic shake tiles with a 50-year manufacturer warranty and Class A fire rating capability. Painting specifications mandate Sherwin-Williams products or approved equivalents with strict VOC compliance and multiple coat applications. The photovoltaic system requires a ground-mounted off-grid installation with battery storage and monitoring capabilities, including minimum five-year warranties on combiner boxes, inverters, and charge controllers, with two extra solar panels to be provided before project completion. All installations must comply with current industry standards (ASTM, ANSI, NFPA, UL, IEC standards as applicable) and local codes.

Install underlayment in accordance with underlayment and tile manufacturers' recommendations.

1. Stripping ply: Install full sheet of self-adhered waterproof sheet membrane in valleys, and minimum 18 inch width on gable ends, against walls, and around projections.

2. In areas where January average daily temperature is 25 degrees Fahrenheit (minus 4 degrees

a. C) or lower or where ice buildup is possible, install self-adhered waterproof sheet membrane from bottom edge extending two feet 24.02 inch above exterior wall line on eaves.

3. Install waterproof sheet membrane over entire roof area.

a. Apply waterproof sheet membrane at temperatures of 40 degrees Fahrenheit (4 degrees

1) C) or higher.

b. Adhere and attach as recommended by manufacturer of waterproof sheet membrane.

c. Start underlayment installation at lower edge of roof. Install perpendicular to roof slope with minimum 4-inch 4.02 inch side laps and minimum 6- inch (5.98 inch) end laps.

d. Extend underlayment minimum 4 inches up vertical wall intersections and at least 6 inches onto the roof.

e. Do not leave underlayment membrane exposed in excess of time limit required by manufacturer. Do not puncture or tear underlayment.

C. Flashing Installation:

A. Install tiles in accordance with manufacturer's instructions and approved Shop Drawings.

B. Layout: Accurately layout tiles. Ensure that edges are parallel and perpendicular to roof eaves.

C. Confirm roof square before installation. Correct any out of square conditions and ensure that the eave line is straight.

D. Color: Verify that materials are the selected color. Some color variation is to be expected. If color variation exceeds original selection, immediately cease installation, and notify manufacturer.

E. Selection: Pull materials from multiple pallets to ensure proper color blending.

F. Roof Slope: Minimum roof slope recommended for the application of synthetic roof tile is

1. 4:12. When installed on a 3:12 slope, a self-adhered waterproof membrane should be used on the entire slope.

3.05 TILE INSTALLATION - SHAKE

A. Spacing: Provide a minimum 3/16-inch 0.19 inch gap between all tiles to allow for expansion and contraction. A 3/8-inch (9.5) spacing is recommended.

5. Do not fasten at an angle.

6. Ensure that the fastener head is flush with shingle surface.

7. At valleys do not fasten tiles within 5 inches of valley center line.

D. Cutting: Layout work to avoid cutting shingles.

1. At gables and vertical intersections, vary combination of shingle width and spacing of shingles to avoid cutting.

2. If cutting is required, place shingle such that cut edge is not exposed. The use of solid field tiles is recommended be best aesthetics.

3. Use circular saw or straight edge and utility knife if cuts are necessary.

E. Sidelap: Stagger tiles joints in one course minimum 1-1/2 inches from joints in course below.

F. Eaves: Install row of starter tiles at eaves as base layer. Overhang starter tile at eave edge approximately 1/2 inch and 1 inch past rake edge, or as required to allow water to drain.

G. Ridges and Hips: After field shingle installation is complete, install an 8-inch-wide 7.99 inch strip of self-adhering membrane over the center of the hip and any unvented sections of ridge.

1. Install ridge or hip caps using the correct profile for correct fit (Low, Standard, Steep).

2. Install Hip/Ridge Caps with two fasteners at the formed fastener locators penetrating

a. ≥ 3/4 inches into the deck or completely through the deck.
