About this opportunity
The USDA Forest Service seeks replacement of the solar batteries at the Frenchman Work Center at Plumas National Forest, California, under Request for Quotation 127EAW27Q0002, with questions due November 13, 2026 and quotations due November 20, 2026. The procurement is a Total Small Business set-aside under NAICS 238210, Electrical Contractors and Other Wiring Installation Contractors, with a $19 million size standard and PSC N061.
The contractor must remove and recycle 14 failed lithium-ion batteries and install a replacement system rated 2,100Ah at 48V, operating between 15F and 100F minimum. The new system must be compatible with existing Outback Flexmax FM80 charge controllers, Radian GS8048A inverters, and MATE 3 controller. The basis of design is Homegrid LV Stack'd Series with Heated Module or equal, and any alternative requires comprehensive specifications and compatibility documentation submitted during the question-and-answer period. Required warranties are 10 years from the manufacturer on equipment and 1 year on workmanship, with on-site response within 24 hours for critical failures and 72 hours for non-critical defects. The contractor must also provide on-site and off-site monitoring and train Forest Service personnel.
Work must commence within 10 calendar days of notice to proceed and finish within 30 calendar days thereafter, Monday through Friday, 0600 to 1900, unless the Contracting Officer's Representative approves otherwise in writing. Davis-Bacon wage determination CA20260007, modified September 3, 2026, applies, and Plumas County is a covered county. The disclosed project magnitude is between $25,000 and $100,000, and bid guarantees apply if required by project cost thresholds.
During the Fire Precautionary Period of April 1 through December 1, the contractor must designate a qualified fire supervisor and furnish a water tank truck or trailer of at least 300 gallons with pump, or a Compressed Air Foam System meeting specified requirements. Fires must be reported within 15 minutes. Required key personnel include a project manager, superintendent, quality control manager, project safety manager, and after-hours emergency contact. Insurance minimums are $500,000 general liability per occurrence and workers compensation with $100,000 employer's liability. The Government furnishes water, restrooms, and access to a 20kW generator solely for final testing under COR supervision.
Award will be made on best value across three factors: technical approach (work plan, capability, subcontracting plan, safety plan, quality control plan, and licensing), past performance (three similar projects within the last three years), and price, evaluated for fairness and reasonableness. The source does not state factor weights.
Quotations must include a signed SF 1442, a Schedule of Items with pricing for all items, and technical and past performance documentation, submitted by email to Contracting Officer Tanya Torres at Tanya.Torres@usda.gov by 11:00 AM Pacific on November 20, 2026. RFIs must use the attached RFI form, be submitted in writing to the same address by 11:00 AM Pacific on November 13, 2026, and telephone inquiries are not accepted. Responses will post as SAM.gov amendments. No site visit will be held, and failure to inspect the site does not constitute grounds for claims after award.
