About this file

This is a Statement of Work (SOW) – Amendment 04 for the Red Rock Lookout Upgrades project issued by the US Department of Agriculture (USDA) Forest Service.

The project involves completing deferred maintenance upgrades to an existing fire lookout structure located at the end of Plumas National Forest Road 28N15A in California (Latitude 40.297074, Longitude -120.709590). The scope of work encompasses roofing, lighting protection system installation, off-grid solar infrastructure, exterior finishes, interior finishes, and utility piping. The contractor must design and install a new lightning protection system complying with NFPA 780 standards and employing a Lightning Protection Institute (LPI) certified designer and installer. A new electrical system is required, including a solar power system with components that are UL-rated, easily detachable solar panels, and a rack mount system designed to meet ASCE7-22 wind load criteria (95 mph minimum) and 565 psf snow load rating. The solar system must provide battery storage capacity for a minimum of 2 full days of usage and supply power to convenience receptacles (0.5 kWh/day), radio bay station KNG-B150 (~1.2 kWh/day), lights (~8 hours/day), water pump (minimum 1 hour/day), and refrigeration (24 hours/day). All electrical work must comply with current NEC code and include rodent-damage protection using EMT, MC cable, or approved equivalent. Additional contractor responsibilities include providing all utilities, restroom and handwashing facilities, removing loose materials and rodent droppings following CDC protocols, and scraping/removing lead paint per specification 028319.

Work is limited to non-holiday weekdays, Monday through Friday, 0600–1900 hours, unless otherwise approved by the Contracting Officer's Representative (COR). The site is typically accessible June through October due to seasonal winter closures. The period of performance for in-field work is 150 calendar days, commencing after the Notice to Proceed (NTP) is issued. The contractor must provide an onsite superintendent and project manager within five business days of contract award, with 10 working days' advance notice required for any personnel changes. Key deliverables include a proposed schedule, project plan, Schedule of Values (SOV), project submittals, warranties and maintenance manuals (within 5 business days of substantial completion), and weekly status reports submitted every Monday by 1200 PST. The government will furnish certain materials as noted on the drawing plan set and provide access to a Box folder for file sharing. An organized site visit is scheduled for September 22, 2026 at 1:00 p.m. PDT. The contractor is responsible for all travel costs, tool and equipment security, debris disposal off National Forest land, and any road damage caused by construction activities. Special environmental restrictions apply regarding the rare plant Penstemon sudans, which will be flagged by the government to avoid during project activities, requiring a minimum of two weeks' notification. No additional security requirements are specified for this contract.

Project Red Rock Lookout Upgrades

General Information

1.0 Scope of Work

The goal of this project is to complete deferred maintenance upgrades to the existing Red Rock Lookout. This includes but not limited to: roofing, lighting protection system, off-grid solar infrastructure, exterior finishes, interior finishes and other utility piping.

2.0 Background

The Plumas National Forest has over 5 active lookouts across the 1 million acre landscape and is missing coverage in this part of the forest due to the deferred maintenance required at the location. The Red Rock LO is structurally sound after a design investigation conducted on the structure. The structure provides a public safety fire and hazard vantage point over Lone Rock Valley and Antelope Lake which are popular camping and recreation areas. The Red Rock coverage area also includes land on the adjoining Lassen National Forest connecting the lookout network across the region. All of these repairs have long term future value as fire lookouts can be transferred into recreational rental opportunities if decisions are made to not continue staffing fire personnel in the future.

3.0 Location

The work shall commence after the Notice to Proceed (NTP) is issued. The NTP will be issued after coordination between the Forest Service and awarded contractor on when in-field work will occur depending on seasonal constraints.
