About this file

This is Amendment 05 to Solicitation 12EAW26Q0028 for the GAOA Red Rock Lookout Renovation project at Plumas National Forest, issued by the USDA Forest Service CSA Southwest 6 in Albuquerque, New Mexico. The amendment extends the proposal due date from October 14, 2026 at 5:00 p.m. to October 21, 2026 at 5:00 p.m. PDT. The amendment revises the Statement of Objectives (SOI), Statement of Work (SOW), and plans/drawings for the lookout renovation. Key scope additions include replacing deteriorated siding, trim, and catwalk walkway boards observed during the pre-bid walk. The contractor must purchase and install a new 500-gallon propane tank system, provide their own utilities (generator and water), perform all lead paint abatement testing and clearance testing at their cost, and design structural systems to be reviewed by a California-licensed Structural Engineer. The contract specifies 150 calendar days for field work only, excluding pre-mobilization design and submittal review tasks. Government-furnished materials are limited to a desk and bed to be supplied and installed separately; the Federal Government serves as the Authority Having Jurisdiction for plan review and inspection.

The amendment includes 35 questions and answers (Q59–Q94) addressing technical clarifications on water heater venting, drain venting, seismic restraints, ground rods for lightning protection, solar racking systems, lead paint survey results, battery specifications (AGM, gel lead-acid, or lithium iron phosphate acceptable), monitoring systems, structural engineering requirements, Government-furnished versus contractor-furnished equipment, and site conditions. Notable responses confirm that scaled drawings will not be provided, existing ground rods may be tested and reused if code-compliant, liquidated damages are not included, and any deteriorated roof sheathing or framing discovered after demolition will be handled as a potential differing site condition under contract terms. FOB is Destination, and the contract includes Buy American Act construction material requirements per FAR 52.225-9.

Amendment 05 GAOA Red Rock Lookout Renovation

October 1, 2026

Solicitation 12EAW26Q0028, GAOA Red Rock Lookout Renovation, Plumas National Forest, is amended as follows:

The following questions and answers are provided for information or clarification purposes only.

Q59: Can you provide scaled drawings for the Red Rock Lookout Tower renovations project?

None of the (7) drawings are scaled making it difficult to provide accurate proposals and garner Trade Partner participation.

A59: Scaled drawings will not be provided. Estimated dimensions are in RFI 35 & 36 in Amendment 04.

Q60: The currently installed water heater is not vented per manufacturer's recommendations or per building code. The water heater specified is similar to the one installed and would carry the same incorrect venting. We are recommending a Direct Vent water heater like or equal to a Bradford White RG2DV40S6N (it is a 40 gallon as a 30 gallon is not manufactured)

A60: This recommendation is acceptable. Reference updated drawing set.

Q61: Is there a preferred method of venting the drains for the fixtures (vent exterior to below eaves or auto vent in cabinet or behind fixture is accessible location)?

A61: Any venting for drains required shall be an autovent type located in a cabinet.

Q62: Will the 200 gallon water tank be required to have seismic restraints?

A62: The water tank shall be secured to the wall with a minimum of two metal straps.

Q63: Will the drain lines be run on the interior or the exterior of the building?

A63: Drain lines shall be run on the interior of the lookout to the maximum extent possible.

Q64: Can the contractor utilize the existing ground rods at each corner of the structure for the lightning protection system?

A64: Contractor must test existing ground rods and confirm they are acceptable and meet current code standards. If they meet current code, then they can be used.

Q65: Will all ground mount racking systems be accepted with an engineered plan?

A65: Yes.

Q66: Shall the designer and installer be certified by the LPI at the time of the bid?

October 1, 2026

A66: The designer and installer must be certified at time of shop drawing review by the Government and installation respectively.

Q67: Has there been a lead risk assessment done? If not, will there be an assessment done? Do we know there is lead base paint present?

A67: Forest Service conducted lead paint sampling throughout the lookout prior to contract creation and confirmed presence on the exterior of the building only. The Forest Service does not require additional pre-abatement sampling/testing. Contractor is responsible for any additional testing as required by regulations listed in specification 028319.

Q68: Do we need to bring a generator?

A68: Contractor is responsible for providing their own utilities to complete the scope of work.

Reference SOW.

Q69: Do we need to bring water or is that the responsibility of the general contractor?

A69: Contractor is responsible for providing their own utilities, including water, to complete the scope of work. Bids are only accepted for the total scope of work.

Q70: Are we refinishing the interior floor on the first level? If so, what type of floor is it & what type of finish will be applied?

A70: Refinishing the floor on the first level is not included as part of the scope of work. Cleaning is required per the SOW prior to commencing work.

Q71: Are we painting the interior walls on the first floor?

A71: No.

Q72: Are we painting the interior ceilings on the first & second floors?

A72: No. The 2nd floor cab ceiling is required to be cleaned, sanded, stained and clear coated.

No work is required on the first-floor ceiling.

Q73: Please confirm: (a) whether the Government anticipates issuing NTP for in-field work in the 2027 access season, and whether the contract PoP will be revised accordingly; (b) whether the 150 calendar days in SF 1442 Block 11 count in-field days only, excluding pre-mobilization design, submittal review (Spec 013000 §3.07: 15 days plus 7 days sequential), and procurement of long-lead materials; (c) whether days lost to CO-directed weather or road closures (SOW §6.0), Government rare-plant flagging (two weeks' notice), third-party lead clearance testing (Spec 028319 §2.06), or Government-caused delay are excusable and extend completion under FAR 52.212-4(f) and FAR 52.242-14; and (d) whether work suspended for winter may be demobilized and remobilized without additional cost to the Contractor.

October 1, 2026

A73: Reference previously answered RFIs. Government anticipates the field work to start in 2027, thus the NTP start date will be in 2027. The 150 days is for field work only, excluding administrative tasks such as submittals prior to start of field work. Any period during which the site cannot be reasonably accessed, and a Suspension of Work Order has been issued, will constitute a pause in the Period of Performance calendar days.

Q74: Spec 012900 §2.03.G.7 lists a "final liquidated damages settlement statement" as a final payment requirement, but no liquidated damages clause or daily rate appears in Attachment 1.

Please confirm whether liquidated damages apply to this contract and, if so, the daily rate and the clause that governs.

A74: Liquidated damages are not included in this contract.

Q75: Will Plumas National Forest fire-season restrictions (e.g., project activity levels or industrial fire precautions) apply to this project and limit generator use, hot work, or equipment operation? If so, please identify the restrictions, and confirm whether work days lost to Government-imposed fire restrictions are excusable delay.

A75: No. If an emergency event arises that prevents access, a Suspension of Work Order may be issued and pause the Period of Performance.

Q76: Please identify any vehicle weight, length, or type restrictions on FS Roads 28N02 and 28N15A to the lookout parking area, and confirm whether the Government will perform any road maintenance before the construction season. SOW §6.0 makes the Contractor responsible for road damage.

A76: Per Forest Service Road type, roads are open to all vehicles. Contractor is responsible for exercising professional judgement for the length and type of vehicle that can access the lookout area. The Government will not perform any road maintenance before the construction season. It is acceptable for the contractor to cut out the one large tree on 28N15A in coordination with the COR for better access.

Q77: Drawing A-02 note 11 specifies a Unique UGP-3 SM W refrigerator with a gas connection shown on A-03, while SOW §8.0 lists a 110V, 150W refrigerator at 24 hours per day, and Amendment 04 A22 requires a separate refrigerator circuit. Please confirm whether the refrigerator is propane-fueled or electric, provide the required model, and confirm whether the 150W, 24-hour refrigerator load must be included in the solar and battery sizing.

A77: The specified refrigerator (UGP-3 SM W) is a propane refrigerator with a 110V back-up.

Therefore, both propane and the dedicated electrical receptacle shall be provided as shown in the drawings. The refrigerator shall be included in the solar calculations as listed for use with the 110V option.

Q78: Spec 263100 §2.03.D.4 requires real-time and historical monitoring data accessible via internet. Amendment 04 A9 states there is no Forest Service internet and cell coverage is unreliable. Please confirm whether a local monitoring system (on-board display and data logger with local download) satisfies §2.03.D, or whether the Contractor must provide satellite or cellular connectivity. If so, please confirm who pays any recurring service fees.

A78: Local monitoring only with on-board display and data logger with local download is acceptable to meet the requirement.

Q79: SOW §8.0 requires the ground-mount racking to meet a snow-load rating of 565 psf under ASCE 7-22. Please confirm: (a) whether 565 psf is the ground snow load (pg) or the design snow load on the array surface; (b) its source; and (c) whether, since panels are to be removed during winter months, the racking must be designed for full snow load with panels installed or with panels removed.

A79: The 565 psf is the ground snow load from ASCE 7-22. This should be used only for designing the racking with solar panels removed. Engineering judgement to be used by Structural Engineer on design of racking unit for the snow conditions with approval by the

COR/AHJ.

Q80: SOW §8.0 permits an all-in-one portable kit such as Bluetti or EcoFlow, and FAR 52.225-9 applies with no foreign construction materials listed in paragraph (b)(2). If an all-in-one kit or its batteries or inverter is manufactured outside the United States, will the Government accept it, or must the offeror request a determination under FAR 52.225-9(c) before award? Please also confirm whether any PV modules, inverters, or batteries will be added to the paragraph (b)(2) exception list.

A80: Contractors must follow the requirements of FAR 52.225-9 Buy American Act-Construction Materials, (c) & (d) and request a determination from the Contracting Officer with their quote submission so that the request may be evaluated and a waiver obtained prior to award. See Attachment 1 – Solicitation, Pgs. 10-15.

Q81: For a component-built system installed inside the first floor (Amendment 04 A5, A26, A31), please confirm whether sealed valve-regulated (AGM or gel) lead-acid batteries meet the lead-acid preference, and whether lithium iron phosphate (LiFePO4) batteries will be accepted. If flooded lead-acid is preferred, please confirm the Government accepts the ventilation and spill-containment provisions the Contractor designs.

A81: AGM or gel lead-acid and Lithium iron phosphate batteries are acceptable. All batteries must meet the following requirements: ability to charge and discharge in freezing temperatures, easily maintainable, warranty of 5 years minimum.

October 1, 2026

Please also confirm whether any Plumas County or State of California permit or inspection is required, including for the leach leg in Detail 5/A-04.

A82: The Federal Government is the AHJ for this project. The project COR will act as the AHJ individual responsible for reviewing drawings and conducting inspections as required. No permits are required for this project.

Q83: Spec 263100 §1.04.B requires a registered structural engineer licensed in California for the PV mounting calculations. Please confirm whether a California-licensed Professional Civil Engineer is acceptable to certify the PV racking and foundation calculations, or whether a California Structural Engineer (SE) license is required.

A83: A California Structural Engineer is required.

Q84: Please provide any lead-based paint survey, XRF, or sampling results for the Red Rock Lookout, including interior and exterior locations and lead concentrations. If none exists, please confirm that all exposed exterior and interior painted wood is to be treated as lead-based paint under Spec 028319 for bidding purposes.

A84: Lead paint was only found on the exterior of the building. All exposed/visible exterior paint shall be treated as lead-based paint.

Q85: Spec 028319 §2.06.B and §2.07.B require visual inspection and clearance wipe sampling by an independent third party, and §2.05.B.5 references baseline and post-hazard-control soil sampling. Please confirm whether the Government or the Contractor procures and pays for the initial clearance testing and the baseline and post-work soil sampling. §2.06.C assigns only retest costs to the Contractor.

A85: Contractor is responsible for any and all testing and costs as part of the contract scope.

Q86: SOW §9.0 states that the Government will furnish material as noted on the drawing plan set. Other than the desk and bed identified on A-02 note 13, please list all Government-furnished materials or equipment, and when and where they will be delivered.

A86: Confirmed desk and bed are not in the contract. They will be supplied and installed by the Government. There are no other Government-furnished materials or equipment applicable to the scope of this contract.

October 1, 2026

Q87: D-02 note 5 removes the existing radio antennae and attachments, and SOW §8.0 includes a KNG-B150 50W bay station in the electrical loads. Please confirm that the radio, antenna, mast, and coaxial cabling are Government-furnished and Government-installed, and that the Contractor's scope is limited to providing a 120V receptacle for the radio.
