A50: Forest Service will complete a visual survey and document including photographs prior to contractor mobilization on site.

Q51: Is it the Government’s intent that the PV modules be removed from the mounting system prior to the winter/snow season, as contemplated by the SOW?

A51: It is the Governments intent that when the lookout is not occupied in the winter, solar panels will be removed to prevent vandalism. The Government would like to have the future option to keep panels on during winter if the use of the lookout changes to a winter recreation rental.

Q52: If the PV modules are intended to be removed during the winter months, are the PV modules and racking required to be designed for the applicable winter snow load while installed, or is seasonal removal intended to eliminate the snow-load requirement on the PV modules?

A52: Racking will not be removed. The racking is required to be designed for the required wind loads and snow loads, reference SOW section 8. PV modules should be designed for a minimum snow load of 25 psf.

Q53: If the PV modules are removed for the winter, what snow-load criteria are to be applied to the remaining racking/support structure and foundations?

A53: Reference SOW Section 8.

Q54: Please confirm the applicable ground snow load and/or design snow load to be used for the PV system at this location. If 565 psf is not the applicable value for the PV array, please provide the design snow-load criteria the Government intends the contractor’s structural engineer to use.

A54: 565 psf is the applicable snow load value per ASCE 7-22.

September 18, 2026

Q55: Please confirm whether the Government expects the contractor’s structural engineer to determine the final PV array design snow load in accordance with the applicable provisions of ASCE 7 based on the actual ground-mounted array configuration, or whether a specific design snow load is to be provided by the Government.

A55: PV modules themselves should be designed for a minimum snow load of 25 psf.

Q56: If the applicable snow-load criteria cannot be met using a standard manufacturer pre-engineered racking configuration, will the Government accept a site-specific engineered PV mounting system supported by the required structural calculations and certification from a registered structural engineer?

A56: Yes.

Q57: Please clarify whether seasonal removal and reinstallation of the PV modules is expected to be performed by the Government or the contractor, and whether the Government has an anticipated timeframe for when the panels are to be removed and reinstalled.

A57: This is part of operation and will be completed by the Government. Contractor is responsible for designing a system where panels can be removed easily by any Forest Service personnel when required.

Q58: Since the project documents indicate that the site is seasonally closed due to winter weather and snow accumulation, please clarify whether the intent is for the PV array to be fully decommissioned/removed prior to seasonal closure.

A58: It is the Governments intent that when the lookout is not occupied in the winter, solar panels will be removed to prevent vandalism and the remaining utilities in the lookout will be winterized.
