About this file

This is a Statement of Work (SOW) for the Red Rock Lookout Renovation project on the Plumas National Forest under USDA Forest Service management. The project aims to complete deferred maintenance upgrades to an existing fire lookout structure located at the end of Forest Road 28N15A (latitude 40.297074, -120.709590), including roofing, lightning protection system, off-grid solar infrastructure, exterior finishes, interior finishes, and utility piping. The lookout serves as a public safety fire and hazard vantage point over Lone Rock Valley and Antelope Lake recreational areas and connects the lookout network across the Plumas and Lassen National Forests.

The contractor must furnish all personnel, equipment, tools, materials, supervision, and services necessary for project completion within a 150-calendar-day performance period, with work commencing after Notice to Proceed and typically occurring between June and October due to seasonal access constraints. Work is restricted to Monday through Friday, 0600–1900 hours, with work hours outside these limits requiring Contracting Officer approval at no additional cost. Key technical requirements include designing and installing a lightning protection system compliant with NFPA 780 by a Lightning Protection Institute certified contractor, and an off-grid solar system compliant with Specification 263100 with minimum 2-day battery storage capacity, UL-rated components, easily detachable solar panels, and 95-mph wind load capability. The contractor must manage lead paint removal per specifications, rodent remediation following CDC protocols, removal of construction debris from National Forest land, road maintenance responsibilities, and daily waste management. Required personnel include an onsite superintendent and project manager, both designated within five business days of award, with designated alternates. Key deliverables include project submittals per specifications, warranties and operation manuals within five business days of substantial completion, and weekly status reports with photos submitted every Monday by 1200 PT. The contractor bears all travel costs, utilities, and restroom facilities, with the Government providing access to a shared Pinyon Box folder for file sharing and furnishing select materials per the drawing plan set.

Project Red Rock Lookout Renovation

General Information

1.0 Scope of Work

The goal of this project is to complete deferred maintenance upgrades to the existing Red Rock Lookout. This includes but not limited to: roofing, lightning protection system, off-grid solar infrastructure, exterior finishes, interior finishes and other utility piping.

2.0 Background

The Plumas National Forest has over 5 active lookouts across the 1 million acre landscape and is missing coverage in this part of the forest due to the deferred maintenance required at the location. The Red Rock LO is structurally sound after a design investigation conducted on the structure. The structure provides a public safety fire and hazard vantage point over Lone Rock Valley and Antelope Lake which are popular camping and recreation areas. The Red Rock coverage area also includes land on the adjoining Lassen National Forest connecting the lookout network across the region. All of these repairs have long term future value as fire lookouts can be transferred into recreational rental opportunities if decisions are made to not continue staffing fire personnel in the future.

3.0 Location

· At the end of Plumas NF Road 28N15A

· Lat/Long: 40.297074, -120.709590

· Reference Attachment for Maps to access lookout location from Forest Service System Roads

4.0 Estimated Start Date / Period of Performance

· The work shall commence after the Notice to Proceed (NTP) is issued. The NTP will be issued after coordination between the Forest Service and Contractor on when in-field work will occur depending on seasonal constraints.

· The period of performance for in-field work is 150 Calendar days.

5.0 Drawings and Specifications

Reference Solicitation Attachments:

· Red Rock LO Upgrades Drawing Package

· Attachment A Map to Red Rock LO

6.0 Restrictions on Work

· Work hours are limited to non-holiday weekdays, Monday – Friday, 0600 – 1900, unless approved by COR at no cost to the Government. This site experiences seasonal closures due to winter weather and snow accumulation. The site can typically be accessed between June-October.

· When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.

· NEPA Restriction on work requirements:

· One rare plant, Penstemon sudans (Susanville beardstongue) is documented on the roadsides at the lookout. Individual plants from the lookout to the first switchback below the lookout will be flagged or pin flagged by the Government before implementation so they can be avoided during project related activities. A minimum of two weeks notification is required.

· Contractor is responsible for the security of their tools and equipment at all times

· All trash and loose materials shall be secured by the contractor daily,

· All construction debris remains the property of the Contractor and shall be properly disposed of off National Forest Land.

· The contractor will be able to utilize the Forest Service Roads; however, the Contractor will be responsible for any damage to the roads due to construction activities.

6.0 Camping and Housing

Camping within the construction limits may be permitted only with COR and District Ranger approval. Please provide request for camping in project proposal. Camping on Forest Service land is not a right; permission may be revoked for failure to comply with the terms of the permit.

7.0 Required Submittals

Reference individual specification sections in attachment for submittal requirements.
