About this opportunity
The Department of the Army Materiel Command at Fort Hood seeks a single contractor to provide comprehensive solid waste management services—including refuse collection, landfill operations, grease trap service, and bulk item collection across cantonment areas at Fort Hood, Texas—with proposals due June 29, 2026 at 3:30 PM CST. This is a total Small Business set-aside, restricting competition to firms meeting SBA size standards for NAICS 562212 (Solid Waste Landfill).
Place of performance is Fort Hood, Texas (Main Cantonment, West Fort Hood, North Fort Hood, Belton Lake Outdoor Recreation Area, and Doppler radar site at Granger Lake). The contractor must furnish approximately 750 front-load containers (8-yard dumpsters), all labor, equipment, materials, and supplies except government-furnished property (two vehicular scales, fuel depot, one compactor, three office/maintenance buildings, water and electrical services). Performance period is 84 months: a one-month phase-in period December 1–31, 2026, followed by seven 12-month contract periods December 1, 2026 through November 30, 2033, with an option to extend six months under FAR 52.217-8.
Key personnel qualifications include a Project Manager with current Texas Class A Municipal Solid Waste License and minimum two years' landfill operations experience; a Quality Control Manager with two years' solid waste management experience; a Landfill Manager with Texas Class A MSW License and three years' personnel management experience; and a Working Face Monitor with Landfill Operation Course Certification and three years' landfill operations experience. All contractor personnel must be legal U.S. residents, capable of clear English communication, and complete Antiterrorism Level I, iWATCH, and Operational Security awareness training. The contractor operates approximately 707 cantonment containers with twice-weekly minimum service or on-demand pickup when containers reach 95% capacity. Monthly average tonnage is approximately 1,860 tons. Landfill operations include closing Cell 4 (estimated 958,320 square feet) in the base year using TCEQ-approved guidelines; Cell 5 provides capacity for the remainder of the contract period. Scale house operations require annual calibration, material processing information sheets, and environmental testing (leachate testing, groundwater monitoring, bump testing). Grease trap service covers 37 identified locations with monthly to semi-annual frequencies; two additional locations (Buildings 121 and 49010) receive quarterly service. Contractor-provided insurance must include Workers' Compensation ($100,000 minimum), General Liability ($500,000 per occurrence), and Automobile Liability ($200,000 per person, $500,000 per occurrence bodily injury, $20,000 property damage).
Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology: Technical Capability (40% weight, covering Equipment and Staffing Plan, Quality Control Plan, Phase-In Plan, and Key Personnel Licenses/Experience), Past Performance, and Price. Wage Determination 2015-5237 (Revision 30, effective May 13, 2026, for Bell and Coryell Counties, Texas) applies to all labor classifications, with fringe benefits of $5.55 per hour Health and Welfare ($222 per week) or $5.09 per hour under Executive Order 13706.
