About this opportunity

The Federal Emergency Management Agency (FEMA), Region 2, seeks replacement of HVAC rooftop units and installation of server room and warehouse cooling and heating equipment at Building C-54, Naval Weapons Station Earle, Colts Neck, New Jersey, with proposals due September 14, 2026 at 11:00 AM ET. This is a Total Small Business Set-Aside under NAICS 238220; FEMA issued Amendment 0001 on September 10, 2026, clarifying that all CLINs must be proposed for award eligibility.

Place of performance is Colts Neck, New Jersey. The scope includes removal and replacement of four rooftop Carrier HVAC units (3, 12.5, 30, and 40 tons); removal and installation of two 5-ton Liebert cooling units in the server room (one primary, one redundant backup); and installation of two Modine 400,000 BTU natural gas-fired unit heaters in the warehouse (approximately 17,460 square feet). The contractor must conduct comprehensive inspections, perform heat-loss calculations for warehouse heating, integrate new controls with the existing Honeywell HON-9000 building automation system, and provide all labor, materials, equipment, tools, parts, and supplies for inspection, removal, installation, testing, and commissioning. Contractor personnel must hold current EPA 608 certification and relevant HVAC/R licenses and must successfully complete background investigations (Tier 1 for Low Risk positions). New rooftop units require GFI/GFCI service outlets and marine-grade service lights; new roof curbs must be installed. Work is limited to 7:00 AM–4:30 PM ET, Monday through Friday (except Federal holidays), though weekend and holiday work may be required. A mandatory site visit is scheduled for September 2, 2026, at 10:00 AM ET; contractors must provide attendee lists in advance and present valid identification, REAL ID driver's license, vehicle registration, and proof of insurance. All personnel entering the naval base are subject to background checks and vehicle inspection. Period of performance is one year from award date (anticipated September 30, 2026). The contract carries a firm fixed-price ceiling of approximately $1.269 million and requires a 3% payment bond. Davis-Bacon Wage Determination 2015-4195, Revision 33 (dated July 30, 2026) applies. Buy American construction materials requirements (FAR 52.225-9) apply. Evaluation weighs technical specifications (work plan addressing scope, complexity, and deliverables) and past performance (three references from the past five years) combined slightly more heavily than price. Questions were due September 4 at 10:00 AM ET; a Q&A document with 62 responses was posted September 10. PSC code is N041.
