Summary: Solicitation 70FBR226R00000018_001 - Q&A Document
This document is a Questions and Answers (Q&A) attachment for a federal contracting opportunity issued by FEMA's Recovery Office Region 2 for HVAC and cooling system replacement work at Naval Weapons Station Earle Building C-54 in Puerto Rico. The solicitation is a 100% Total Small Business Set-Aside under NAICS Code 238220, with an anticipated award date of September 30, 2026, and a one-year period of performance from award. The work includes replacement of rooftop HVAC units (Carrier or equivalent), installation of two new 5-ton Liebert or equivalent cooling units in the server room (one primary and one backup), and installation of two Modine 400,000 BTU natural gas-fired, power-vented suspended unit heaters in the warehouse (approximately 17,460 square feet). The contract is a firm-fixed-price procurement structured into multiple CLINs allowing separate pricing for each component, with a 3% payment bond required after award and Wage Determination 2015-4195 (Revision 33) applicable for labor classifications.
The Government clarified critical technical and administrative requirements across 62 questions. Offerors must perform formal heat-loss calculations for warehouse heating before procurement, verify existing field conditions for electrical and gas capacity, integrate new controls with the existing Honeywell HON-9000 building automation system, include qualified engineering support with stamped drawings where code-required, and comply with RFO FAR 52.225-9 Buy American construction materials requirements. Operating constraints limit contractor work to 7:00 AM – 4:30 PM ET Monday through Friday, with possible weekend/holiday work. New RTUs require GFI outlets and marine-grade service lights, all rooftop equipment requires new roof curbs, and existing duct smoke detectors may remain if compatible. Three past performance references directly related to the proposed services are required. The proposal submission deadline was extended to Monday, September 14, 2026, at 11:00 AM EST, and all Q&A responses will be posted to SAM.gov before the due date.
