About this opportunity
The Bureau of Reclamation seeks facilities maintenance and repair services under a five-year IDIQ contract, with quotes due August 20, 2026 at 2:00 p.m. PDT. This is a 100% total small business set-aside, foreclosing competition outside that pool.
Place of performance is Boulder City, Nevada (LCBRO campus at 89005). Services span seven categories: Delta Building Management Systems preventive maintenance and emergency repairs, boiler inspection and maintenance across five units, chiller and cooling tower maintenance, central plant chemical water treatment, HVAC system repairs and preventive maintenance, water and power meter installation and upgrades compatible with Delta Controls BMS using BACnet MS/TP protocols, and electrical assessments and maintenance following NFPA 70 (NEC), IEEE 399, and NFPA 70B standards. Emergency response requires acknowledgment within 3 hours and site arrival within 24–48 hours. Work is performed during normal hours (7:00 a.m. to 4:00 p.m. Monday through Friday) except where federal holiday or after-hours exceptions apply with written contracting officer representative approval. The contractor must comply with Reclamation Safety and Health Standards, OSHA standards, and provide site-specific safety plans and job hazard analyses. Background investigations and PIV credentialing per HSPD-12 are required for contractor personnel with site access.
The NAICS code is 561210, Facilities Support Services, with a $47 million small business size standard. The contract period runs September 15, 2026 through September 14, 2031, with an initial minimum guarantee of $2,500 for awardees not receiving an initial task order; first three awardees in boiler, chiller/cooling tower, and water treatment receive concurrent task orders. Estimated combined value across three or more IDIQ awards does not exceed $2.2 million over five years, with individual task orders ranging from $50,000 to $250,000. Task orders will be awarded on a firm-fixed-price or time-and-materials basis with fair opportunity competition among awardees. Amendment 02 (effective August 6, 2026) incorporates revised combined synopsis, Attachment 9 (Questions and Answers), and a site visit sign-in sheet; quoters must acknowledge receipt of both Amendment 01 and 02 prior to close.
Evaluation criteria are relevant experience (minimum three project examples from the past five years), past performance (three references), and price fairness and reasonableness. Quoters must submit technical approach write-ups, completed price schedule (Attachment 5) with pricing for all deliverables, and past performance questionnaires via FAR 52.212-2. A site visit was conducted July 28, 2026 at 7:00 a.m. PDT (pre-registration required by July 27; attendance was encouraged but not required for award). Questions closed August 5, 2026 at 2:00 p.m. PDT. All quoters must hold active SAM registration, UEI, and small business certification at quote close, award, and throughout contract performance. Insurance requirements include $100,000 workers' compensation, $500,000 general liability, and $200,000 automobile liability. Subcontracting is limited to 50 percent for services. Contractor is escorted by Reclamation employees at all times and must protect existing installations and properly dispose of waste materials.
