Any Contracting Officer in the Bureau of Reclamation, Interior Region 8: Lower Colorado Basin acting within the limits of their appointed authority under the Department of the Interior’s Contracting Officer’s Warrant System is authorized to issue Delivery or Task Orders against a resultant contract for Region 8, Lower Colorado Basin Regional Office. (e) Upon written determination by the CO, an executed Letter Contract will serve as the official notice to commence work. The Contractor shall immediately mobilize and initiate performance up to the maximum liability ceiling specified in the Letter Contract. The Contractor is not authorized to exceed this ceiling without prior written modification from the CO.
(f) Each task order will have a statement of work that will specify the tasks to be completed, the specific unit quantities required, the location and the delivery timeframes. The task orders will be priced in accordance with the firm-fixed unit prices specified on the price schedules

52.212-2 Evaluation – Commercial Products and Commercial Services (Deviation Mar 2026)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote represents the best value to the Government, price and other factors considered. A comparative evaluation will be performed. Quotes will be evaluated by performing a direct comparison of one quote to another in a uniform manner to determine which quote provides the government’s need as identified in the RFQ. Each quote will be evaluated based on the following:
Relevant Experience - Contractors must demonstrate a sufficient amount of experience in performing work that is similar in nature and complexity to the work described within this requirement. To facilitate evaluation of this, contractors are requested to submit: 1) a minimum of three examples of work they have performed in the last 5 years that are similar in nature to the scope and complexity of the work described within this requirement, and 2) a document describing the work performed on each of the projects provided so the Government can determine from the description that it was, in fact, similar to the work required under this solicitation. The technical approach must address, at a minimum, the following elements:
• Delta BACnet DDC Controls / Building Automation System (BAS/BMS) o Integration, monitoring, and repair of Building Management System components o Support for HVAC systems, central chiller plant, chillers, and cooling towers
Repair IDIQ Page 15 of 28 o Integration and monitoring of water and power meters.

• Electrical Assessments, Maintenance, and Repairs o Troubleshooting, maintenance, and repair of campus electrical systems o Support for electrical infrastructure reliability and safety
Past Performance - A total of three (3) past performance references with contact information shall be submitted with the Past Performance Questionnaire (attachment 4). If no past performance information is received, offeror will receive neutral rating for past performance.
Price - The quoter shall provide prices for all deliverables in the PWS on Attachment 5 – Price schedule.
The Government reserves the right to reject a quote which does not offer prices for all deliverables.
Quoted prices will be evaluated to determine price fair and reasonableness.
At a minimum, quote must meet the Performance Work Statement. Quotes may exceed the Government’s need, and the Government reserves the right to consider such quotes. However, the Government is not required to select a quote that exceeds the minimum need but does have the discretion to accept other than the lowest-price quote, provided the quote offers additional benefit to the Government.
The Government reserves the right to make no award as a result of this solicitation if it is determined that no quote represents the best value, if prices are determined to be unreasonable, if adequate competition is not obtained, or if it is otherwise in the best interest of the Government.
Repair IDIQ Page 16 of 28
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
