About this file

This is a Questions and Answers document for the LCBRO Facilities Maintenance and Repair IDIQ solicitation (Document No. 140R3026Q0036). The document clarifies key procurement details for potential offerors submitting quotes for multiple facility maintenance and repair service categories, including boiler, chiller/cooling-tower, water-treatment, BMS, HVAC, electrical, and meter services. The quote due date is August 20, 2026. The contract will be awarded as a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) structure with individual task orders utilizing either firm-fixed-price or time-and-materials pricing as appropriate. The minimum guarantee for awardees not receiving an initial task order is $2,500. Recurring preventive maintenance quantities listed in Attachment 5 represent the expected base workload, while BMS, HVAC, electrical, and meter services are expected on an as-needed task-order basis. Initial task orders for boiler, chiller/cooling-tower, and water-treatment services will be competed and awarded separately by service category rather than collectively.

Contractors may compete for selected service categories without submitting quotes for all services and remain eligible for IDIQ award, including anticipated SDVOSB-reserved awards. Site visit attendance on July 28 was highly encouraged but not required for award consideration. Offerors may use subcontractor technical experience and key-personnel qualifications to support technical approach and past-performance narratives. For FAR 52.219-14 purposes, work performed by first-tier subcontractors that are small under NAICS 561210 will be treated as work performed by similarly situated entities. Past-Performance Questionnaires may be submitted directly to the contracting officer or included with quotes, per FAR 52.212-2. The price schedule contains formulas that automatically populate dollar amounts on the summary tab when offerors complete highlighted fields under corresponding service tabs.

LCBRO Facilities Maintenance and Repair IDIQ

● Please confirm whether subcontractor technical experience and key-personnel qualifications may be used to support technical approach and past-performance narrative.

o Yes, subcontractor technical experience and key‑personnel qualifications may be used to support technical approach and past‑performance narrative

● For purposes of FAR 52.219-14, please confirm that work performed by first-tier subcontractors that are small under NAICS 561210 will be treated as work performed by similarly situated entities.

o Yes. Work performed by first‑tier subcontractors that are small under NAICS 561210 will be treated as work performed by similarly situated entities for purposes of FAR 52.219‑14. The clause states. “Work performed by a similarly situated entity shall count toward the prime contractor’s required percentage,” and “Any work that a similarly situated entity further subcontracts will count toward the prime contractor’s 50 percent subcontract amount that cannot be exceeded.”

● On page 5 of the solicitation it states: The contract awarded as a result of this solicitation will be a firm-fixed price and time and materials commercial contract/award; However, the title suggests IDIQ. Could you please confirm the type of award this will be?

o The statement on page 5 of the solicitation indicating that “the contract awarded as a result of this solicitation will be a firm‑fixed‑price and time‑and‑materials commercial contract/award” refers to the types of pricing arrangements authorized for individual task orders issued under the resultant contract. This language does not alter the underlying contract structure.

The solicitation title, the identified ordering procedures, and the inclusion of FAR 52.216‑18, 52.216‑19, and 52.216‑22 collectively confirm that the Government intends to award a multiple‑award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Task orders issued under this IDIQ may utilize either firm‑fixed‑price or time‑and‑materials pricing, as appropriate to the specific service requirements.

Therefore, the reference on page 5 is consistent with and to the solicitation’s designation of the overarching contract type as an IDIQ.

● SF1449 states the quotes are due 08.10.26 in block 8, but on page 27 it states quotes are due by 08.20.26. Could you please confirm the due date?

o Quote due date is 8/20/2026.
