The Department of Agriculture Forest Service seeks timber harvest, forest management, and long-term stewardship services on approximately 50,000 acres within the Nez Perce-Clearwater National Forest's Salmon River Ranger District in Idaho, with proposals due November 18. This is a single firm fixed-price contract with economic price adjustment, performance period April 1, 2027, through October 30, 2037 (up to 10 years), unrestricted procurement open to all responsible sources with no small business set-aside.
Place of performance is Grangeville, Idaho. The contract authorizes commercial treatment on over 17,000 acres primarily through intermediate harvest to thin overstocked stands, reduce catastrophic wildfire risk, and improve stand health, while providing steady timber supply to local facilities. Mandatory work includes timber sale preparation, road survey, timber removal and haul (limited to two operating contract areas simultaneously), haul road maintenance and reconstruction, fuels reduction, reforestation, and erosion control. Optional work activities are available in five additional contract areas on a prioritized basis, exercisable at the Contracting Officer's discretion.
Mandatory timber volumes total approximately 95,660 tons: Grand Fir and Other Sawtimber (minimum $70.00 per ton, estimated 76,017 tons), Ponderosa Pine Sawtimber (minimum $50.00 per ton, estimated 10,359 tons), and Combined Softwood Non-saw (minimum $40.00 per ton, estimated 9,284 tons). Road reconstruction mandatory work is estimated between $350,000 and $550,000. The procurement applies Davis-Bacon prevailing wage rates and Service Contract Act wage determinations for forestry classifications. A 20 percent bid guarantee is required at proposal submission.
NAICS code is 113310 (Timber Tract Operations) with 500-employee small business size standard. Evaluation criteria include technical approach (work activity plan, methods, equipment, key personnel, timing), benefit to local community (local hiring, procurement, and material utilization within 50–100 miles of Grangeville), and relevant past performance within three years, with price as an approximately equal evaluation factor. Contractors must submit separate technical and price proposals, complete a Quality Control Plan, and provide bid guarantee; other-than-small businesses must submit a Small Business Subcontracting Plan per FAR 52.219-9, Alternate II. A post-award conference is required within 30 days, and annual prework conferences must be held before work commences.
