About this file

This is a pricing schedule and work breakdown structure for a long-term stewardship contract solicitation for forest management activities on the Nez Perce-Clearwater National Forest. The End of the World G-Z Long-Term IRSC contract covers approximately 50,000 acres across six contract areas (Jungle Bird mandatory work, plus optional areas Jungle Bird, Wooly Bully, Ski Bird, Cold Fir, and Free Bird), with a period of performance extending from award date through October 15, 2037. The solicitation includes mandatory timber harvesting and road reconstruction work in the primary contract area, with optional work packages available in five additional areas. Mandatory work activities include cutting, skidding, and decking timber across specified tractor and skyline/tether units (totaling 764 acres of tractor work and 148 acres of skyline work), loading and hauling sawlog and nonsaw timber (totaling 95,660 tons), road reconstruction with mobilization and various clearing, grading, and culvert installation line items, machine piling and landing cleanup for fuels reduction (624.6 acres), manual fireline establishment (42,890 feet), temporary road construction and obliteration (4.3 miles), and erosion control (88.3 acres). Optional work items expand these activities across five additional contract areas with significantly greater acreages and include additional fuels work options such as tether piling on steep slopes, hand piling, machine fireline, slashing, mastication treatments, chipping, and biomass removal. A separate timber salvage provision allows for future work as needed on a TBD basis.

The pricing schedule requires offerors to submit unit prices for all mandatory and optional line items, with items marked with an asterisk eligible for price adjustment through economic price adjustment provisions for fuel surcharges and annual wage determination updates. The mandatory road reconstruction work is estimated between $350,000 and $550,000, requiring a 20% bid guarantee at proposal submission. Davis-Bacon wage rates apply to construction activities, and alternate payment protections are required for construction projects exceeding $35,000, to be provided within 10 days of award. Optional road reconstruction pricing for contract areas B through F will be determined after completion of road surveys using rates from specified line items. Timber products pricing is based on species and product type: Grand Fir and Other Sawtimber at minimum $70.00 per ton (estimated 76,017 tons), Ponderosa Pine Sawtimber at minimum $50.00 per ton (estimated 10,359 tons), and Combined Softwood Non-saw at minimum $40.00 per ton (estimated 9,284 tons). The contract is unrestricted with no small business set-aside, and proposals must be submitted via email to the Forest Service contacts identified in the solicitation.
