About this opportunity
The Department of Agriculture Forest Service, Bly Ranger District, seeks quotes for the Corral G-Z Stewardship IRSC, a timber removal and forest restoration services contract, under a Total Small Business set-aside, with offers due November 16, 2026. The request for quotation (RFQ 12363N26Q4181) is issued as a combined FAR 12 synopsis/solicitation for commercial services under NAICS 113310 (Logging) and PSC F014. Place of performance is Bly, Oregon, within the Fremont-Winema National Forest, covering the Corral and Grizzly project areas. Performance runs from award through October 2031.
Mandatory work includes cutting and removing included timber on 3,875 acres in the Corral area, cut, skid, and deck operations on 722 acres of control features and 1,584 acres of timber units, a Project Area Implementation Plan for 6,095 gross acres in the Grizzly area, locating and flagging 38 known cultural sites, flagging, tagging, painting, and GPS-marking 1,595,585 linear feet of unit boundaries, a detailed logging plan, and pre-cruise and final cruise sampling. Contractors must hold an Oregon Farm/Forest Labor Contractor license and contact PacifiCorp regarding transmission line work. Service work requires 90 percent acceptable quality, and deliverables require 100 percent.
Estimated Corral mandatory timber is 127,241 tons, comprising 124,403 tons of white fir and other coniferous sawtimber and 2,838 tons of ponderosa pine sawtimber. Amendment 003 revised these quantities and the Corral minimum acceptable quote. Grizzly optional timber volumes are determined after cruise and appraisal. Pricing requires firm-fixed unit prices and a sawtimber Total Value Bid Premium at or above $0.00. Stewardship Credits offset timber value payments, and funded work pays 14 days from invoice approval. The contractor must maintain an unobligated balance covering 60 calendar days of estimated timber charges plus outstanding charges. Service Contract Act Wage Determination 1977-0079, Revision 83, applies, with Faller/Bucker rates at $35.61 per hour.
Optional Items 9 through 21 may be exercised within the first four years of performance in listed priority order. Amendment 003 removed Optional Item 22. Evaluation factors, in descending importance, are Technical Approach, Relevant Past Performance, and Benefit to the Local Community (within 60 miles of Bly, Oregon), with price secondary.
Amendment 001 moved the site visit to October 29, 2026, which has occurred. Amendment 002 revised quantities for Items 14, 16, and 21. Amendment 003, posted November 4, 2026, replaced Appendix A, Appendix B, Attachments 2 and 4, and the Corral cruise, corrected the log top diameter inside bark to 6 inches, and added site visit questions and answers. Offerors must acknowledge receipt of Amendment 003.

Solicitation number 12363N26Q4181 is issued as a request for quotation (RFQ). This project follows the G to Z Integrated Resource Stewardship Contract (IRSC) model which is a unique approach that takes projects from signed NEPA decision and reintroduction of fire on the landscape.
The Corral G-Z Integrated Resource Service Contract directly supports Executive Order 14225, the Immediate Expansion of American Timber Production, Secretary Rollins Memorandum 1078-006 and follows the direction put forth by Acting Associate Chief Chris French in producing timber volume, reducing hazardous fuels, providing wood fiber to struggling industries and supporting local economies surrounding the Fremont-Winema National Forest.
The objectives of this project are 1) to restore forest health and vigor by reverting stand density and species composition to their historical range of variability, while also 2) mitigating the threat of catastrophic wildfire by reducing hazardous fuels. These objectives will be accomplished through the following:
- Professional Forestry: Completion of harvest layout, timber marking, timber volume determination and acre determination of harvest unit boundaries, and DxP prescription monitoring.
- Logging and Fuels Reduction: Cut and remove an estimated 191,379 tons of commercial timber on approximately 7,000 acres, and fuels reduction on approximately 17,000 acres. Removal will include ground-based logging systems utilizing whole tree yarding, cutting, skidding and decking sub-merchantable trees in plantations, fuel breaks and general stands. Cut and pile encroaching conifers in meadow areas and release cuts in whitebark pine stands.
The associated North American Industrial Classification System (NAICS) code for this procurement is 113310 –logging, with a small business size standard of 500 employees. The product service code is F014. The government will award a Firm-Fixed Price (FFP)contract resulting from this combined synopsis/solicitation to the responsible quoter whose quote, conforming to the synopsis/solicitation, will be most advantageous to the government (as determined by the solicitation evaluation criteria). All responsible sources may submit a quotation which will be considered by the agency, and shall be valid for 60 days after the date of receipt for the solicitation.
