About this opportunity
The USDA Forest Service issued a Determination and Findings notice on September 16, 2026, announcing its intent to bundle contract requirements for forest management and hazardous fuels reduction on the Nez Perce-Clearwater National Forests, Salmon River Ranger District, with an anticipated award date of January 20, 2027. No set-aside is used. This notice is issued for informational and planning purposes only and does not constitute a solicitation; the Government has no obligation to award based on this announcement, and the award date is a non-binding estimate.
The solicitation (12363N25R4014) covers commercial treatment on approximately 17,000 acres over a 10-year period through September 15, 2036. The bundled requirement integrates harvest unit layout and GPS-based identification, timber cruising and removal operations, multi-season road surveying and maintenance/reconstruction/decommissioning, hazardous fuels and slash treatments, and forest-restoration activities into a single acquisition valued at approximately $94 million, representing approximately 32 percent cost avoidance compared to alternative approaches.
The Forest Service justified bundling based on operational necessity and mission-critical requirements to achieve landscape-scale forest management objectives supporting Executive Order 14225 on timber production and wildfire risk reduction. Market research, including an RFI posted in August 2025 and industry meetings in September and October 2025, demonstrated that while small businesses possess capabilities in individual task areas, none demonstrated capacity to perform the full integrated 10-year scope as a prime contractor. The solicitation permits small business teaming and will require a small business subcontracting plan with ambitious subcontracting goals.
