About this opportunity

The USDA Forest Service seeks proposals for salvage, processing, decking, and piling of windthrown trees on the Pomeroy Ranger District, Umatilla National Forest, with proposals due December 2, 2026 and questions due November 17, 2026 at 10:00 AM Pacific. The set-aside is Total Small Business. Place of performance is Pomeroy, WA 99347.

The contractor furnishes all labor, equipment, tools, materials, supervision, and transportation to fell and deck designated trees damaged by a December 16-17, 2025 wind event with sustained winds up to 100 mph. Three roads are mandatory (FSR 40-240, FSR 4027, and FSR 40-360), and two are optional (FSR 42-140 and FSR 46-300) as funds permit. Green logs greater than 8 inches DBH are processed to 6 inches top DIB in 16-foot-6-inch or 33-foot lengths and stacked in stable decks at designated landings. Brush piles may not exceed 20 by 20 feet and must be free of soil and debris.

Work must comply with OSHA logging standards at 29 CFR 1910.266, with first-aid kits and fire suppression equipment on site and erosion control measures in place. Deliverables include daily progress reports and a final completion report with photographic documentation. The COR conducts daily inspections. A mandatory post-award conference must be held within 10 days of award at either Mt Adams Ranger District or Cowlitz Valley Ranger District. The Service Contract Act wage determination is 2015-5559, Revision 30, with Laborer, Grounds Maintenance at $20.65 per hour plus 24.6% fringe benefits. The NAICS code is 562119 and the PSC is F999.

The attachments conflict on schedule and evaluation. The Performance Work Statement lists an award date of October 30, 2027 and a 10-calendar-day commencement window after Notice to Proceed, while the Schedule of Items lists performance through December 15, 2026 and a 7-calendar-day window. The Schedule of Items evaluates a pass/fail technical capability statement covering time frame, personnel, deliverables, and survey experience, followed by award to the lowest-priced acceptable quote. The RFP summary describes three equally weighted factors (past performance, technical approach, and price) and proposals in three separate attachments.
