About this file
This is a Statement of Work (SOW) for timber sale support services in Region 1 (Northern Region) of the U.S. Forest Service, covering road package preparation and survey work. The contractor shall perform surveys on existing forest roads, prescribe pay items, and estimate construction costs to support preparation of timber sale contracts. Surveys will be conducted using linear methods such as digital road meters or GPS points, with data converted to mile post format and delivered in WSQE (Worklist, Summary of Quantities, and Estimator) spreadsheet format. Work encompasses typical road reconstruction activities including vegetation clearing, road surface and ditch reconditioning, drainage structure repair or replacement, road widening, and road surface improvement. Sites requiring topography surveys beyond the scope—such as large fill slope slumps, slides, and significant road realignments—shall be documented with photos and communicated to the Contracting Officer's Representative (COR).
Deliverables include completed WSQE worklists with pay item costs, raw field data with notes and photos, standard R1 Plan Sheets, and Forest Service Supplemental Specifications submitted in preliminary and 100% submittal phases. The preliminary submittal includes WSQE worklists, raw field data, standard plan sheets with fill-ins and maps in PDF format, identification of additional drawings needed with quantities, and supplemental specifications in MS Word format. The 100% submittal consolidates worklists and plan sheets into a single PDF, final supplemental specifications, individual schedule of items with cost estimates per work item in PDF, AutoCAD files, WSQE file, and raw data documenting cost estimate calculations. Design guidance specifies minimum road width of 14' without ditch or 12' with ditch, cut slope of 1:1, fill slope of 1 1/3:1, roadside clearing of 10-15' standard, and clearing limits of 5' beyond earthwork catch points. The government will furnish georeferenced project area maps, R1 Pay Item Guide, R1 AutoCAD Sheetset, R1 WSQE template, R1 Forest Service Supplemental Specifications starter, R1 Construction Cost Guide, and an example timber sale road package. Deliverable dates follow per contract terms established separately.

Description of Work Timber Sale Support – Road Package Preparation
Region 1 – Northern Region
General Project Overview: The consultant shall perform surveys on existing forest roads, prescribe pay items, and estimate the cost of pay items. Performing surveys generally consists of traveling a road while collecting data to support prescribing work items. The intent of the work is to support preparation of timber sale contracts which generally consists of preparing plans, specifications, and construction cost estimates for each road. Because of constantly changing conditions surrounding forest service timber sale contracts, the forest service anticipates making changes to the delivered products of this order. Subsequently the deliverables of this order include working file types and are intended as a baseline product for the forest service to use as a starting point for developing final construction documents. Prior to starting production work on this order the contractor and forest service COR will coordinate an initial field visit to perform surveys as a group and establish expectations of the final deliverable.
General:
Road Surveys
The roads included in this project will be surveyed using linear methods such as digital road meter or
GPS points. Work items and features shall be recorded, converted to a mile post format and delivered in a WSQE spreadsheet format. Surveys are intended to support reconstructing roads to make them suitable for timber sale operations. Typical road reconstruction work includes but is not limited to vegetation clearing, road surface and ditch reconditioning, drainage structure repair or replacement, road widening, and road surface improvement. The forest service will provide a Pay Item Guide (PIG) that provides guidance for gathering survey data, and prescribing work items. Data collected shall be sufficient to quantify the prescribed work into FP-24 pay items and generate a construction cost estimate. Sites requiring survey work beyond the scope of this order shall be documented with photos and communicated to the COR. Generally, if a topography survey would be required to quantify the reconstruction work needed a site would be considered outside the scope of this order, examples may include but not limited to the following: large fill slope slumps, slides, and significant road realignments. The following examples are common criteria used for identifying potential road realignment segments.
• Switchback curves with radii less than 45’ along C/L (may be measured via google earth),
• Switchback curves with road width less than 19’ through the curve,
• Switchback curves with road gradient greater than 8% through the curve,
• Steep segments of road with gradient greater than 13% uphill for loaded log truck haul and 17% downhill for loaded log truck haul.
Road Package Preparation
The forest service has developed standardized templates to aid the process of assembling road packages.
The templates and an example road package will be provided by the government. The templates include the following components:
EOTW G-Z LTIRSC
Item: 2b,2c,2d,2e,2f: Road Survey
• R1 Sheetset - AutoCad Sheetset with drawings for typical road work items. Development of additional drawings and sheets may be necessary if required by work items and will be paid as a separate supplemental line item per sheet.
• R1 FSSS starter - R1 Forest Service Supplemental Specifications starter is a word document including most, and often all, the supplemental specifications required for timber sale road work.
• WSQE – Worklist, Summary of Quantities, and Estimator excel file.
• R1 Construction Cost Guide – The cost guide provides guidance for developing cost estimates related to road construction work on forest roads.
Design Guidance: The majority of existing forest service roads meet appropriate geometric standards and do not require changes to their design; however, occasionally work to modify road geometry may be necessary. Prescribing work items while Performing surveys or preparing road packages, often requires knowledge of basic geometric standards. Unless otherwise indicated by the forest service the following guidance shall apply:
• Minimum road width =14’ without a ditch or 12’ with a ditch
• Cut slope = 1:1; Fill slope = 1 1/3:1
• Roadside clearing limits beyond bottom of ditch or shoulder if no ditch.
10-15' standard
• Clearing limits associated with earthwork = 5’ beyond earthwork catch point
