About this opportunity
The 7th Contracting Squadron, on behalf of the 7th Security Forces Squadron at Dyess Air Force Base, seeks installation, maintenance, and sustainment of Honeywell Vindicator Intrusion Detection Systems (IDS) and Access Control Systems (ACS) via a multiple-award IDIQ contract, with proposals due September 15, 2026, and questions due August 14, 2026. This is a 100% Small Business Set-Aside under NAICS 561621, foreclosing non-small-business competition.
Place of performance is Dyess Air Force Base, Abilene, Texas, with work across multiple facilities including Buildings 7320, 7318, 4309, and 7232. The IDIQ has a cumulative maximum ceiling of $4,999,999.99 over a five-year ordering period (one base year plus four one-year options). Individual task orders must fall between $25,000 and $1,000,000 minimum and maximum, respectively, unless authorized by the Contracting Officer. Task orders will be competed among awardees using Fair Opportunity procedures; the government reserves the right to award one or multiple contractors.
All installation work must be performed by Honeywell-certified technicians, with a Honeywell company representative required on-site during installation. All personnel must be eligible for federally controlled access with valid USAF identification and U.S. citizenship. Equipment must comply with DoDIN Approved Products List and Non-Nuclear Configuration Management Database standards, including AES-256 GCM encryption per FIPS 140-3 and NIST SP 800-53 hardening for network equipment. UPS systems must provide minimum eight-hour battery backup. Service Contract Act wage determination applies to Callahan, Jones, and Taylor counties, Texas.
Quotations must be submitted in three volumes: Pricing Schedule (Attachment 5), Technical Approach (maximum 30 pages), and Past Performance (maximum 5 pages), via email with 120-day validity. Evaluation criteria weight Price, Technical Acceptability, and Past Performance approximately equally, with non-price factors combined being approximately equal to price. Technical evaluation requires definitive proof of Honeywell technician certification, 95% design review methodology, cybersecurity compliance, safety plans, and sample project execution schedules. An optional site visit occurred August 11, 2026. The Contracting Officer is TSgt Trevor Finch, (325) 696-4429 or trevor.finch.1@us.af.mil. Amendment 2 (September 9, 2026) provided building floor plans for all four project locations.
