Note: This Task Order is governed by the terms, conditions, standard safety guidelines, general base access, warranties, and regulatory requirements set forth in the base Vindicator Alarm Systems IDIQ Statement of Work, unless specifically deviated or added below.

2. Project 1. Vindicator Core Network Switch Installation Phase 1.

2.1 Install IT cabinets of appropriate size for the facility. The cabinet must account for limited space within involved rooms and should not be overly obstructive. The cabinets will be tampered proof and will house the Vindicator equipment, core network switch and Uninterruptible Power Supply (UPS) devices.

2.2 Install a dedicated power circuit to serve the IT equipment cabinets.

2.3 Install a fiber optic patch cable to link the IT equipment cabinet with the existing fiber optic network patch panel. Contractor shall work closely with the base Communications Squadron in locating and identifying the available fiber pair and location.

2.4 Program and configure Vindicator system both locally and at BDOC.

2.5 Ensuring that all installation work is in accordance with DAFI 31-101_DAFGM2022.01, DoDM 5100.76 AFMAN 31-101Volume 2. This includes conduit, wiring and tampering work.

2.6 Program, ensure connectivity with and configure the alarm system both locally and at BDOC.

2.7 Fiber connectivity with the BDOC is limited. For this install, it will help alleviate fiber usage to BDOC and from the Core network switch to the Switch at BDOC shall only need one pair of fiber.

2.8 Installing the access control badging equipment in the secure area.

2.9 Installing IDS devices in the actual space which includes a BMS for the main door, a motion sensor/sensors for the spaces, IDS keypad and pin pad reader for securing and accessing the IDS.

2.10 Card reader with pin pad for non-secure side Entry Control Point (ECP), card reader without pin pad on the secure side of ECP for exit, BMS, and installation of the door controller, dedicated AC power to the enclosure and communication wiring to the Vindicator panel. Connect the Government’s existing electronic locks/door striker to the Vindicator system.

2.11 Main ACS badging and enrollment workstation. Install comm lines from this workstation back to the cabinet in.

3. Project 2: Intrusion Detection System (IDS) & Access Control System (ACS) Installation Phase 1.

3.1 Install IT cabinets of appropriate size for the facility. The cabinet must account for limited space within the involved room and should not be overly obstructive. The cabinet will house the Vindicator equipment, network switch and UPS devices.

3.2 Installing the access control badging equipment in and around the rack.

3.3 Installing a fiber optic patch cable to link the IT equipment cabinet with the existing fiber optic network patch panel. Contractor will work closely with the base Communications Squadron on locating and identifying the available fiber pair and location. One strand of Single mode fiber.

3.4 Install additional 24 port network switch, cabinet, and the required UPS to support in the Comm Room.

3.5 Installing IDS devices in the actual space which includes a BMS for the main door, a motion sensor/sensors for the spaces, IDS keypad and pin pad reader for securing and accessing the IDS.

3.6 Installing card reader with pin pad on the non-secure side of the main door and a card reader sans pin pad on the secure side of the door. Install and connect electronic lock to the Vindicator access control system.

3.7 Program and configure Vindicator system both locally and at BDOC.

3.8 Installing ACS to include:

3.8.1 Card reader with pin pad for non-secure side Entry Control Point (ECP), card reader without pin pad on the secure side of ECP for exit, BMS, and installation of the door controller, dedicated AC power to the enclosure and communication wiring to the Vindicator panel in Bldg 7320. Connect the Government’s existing electronic locks/door striker to the Vindicator system.

3.8.2 Main ACS badging and enrollment workstation in Bldg 7320. Install comm lines from this workstation back to the cabinet in Bldg 7320.

3.9 Program, ensure connectivity with and configure the alarm system both locally and at BDOC.

3.10 Fiber connectivity with the BDOC is limited. For this reason the contract should

3.11 account for a minimum fiber optic line requirement to link with BDOC.

4. Phase 2: Training & Maintenance (both projects)

4.1 Contractor will provide end user training to 7 CS personnel who will operate the Vindicator alarm system at

Building 7320. Each training session, if multiple sessions (no more than four) are required, should not take longer than four (4) hours. Contractor will coordinate closely with the Government on scheduling for various shifts if any. Total personnel to be trained will be less than 20.

4.2 Ensure users are trained in how to secure/disarm the system for those with access/secure authority: ensure users are trained in how to secure/disarm the system and troubleshoot and manage the IDS and ACS systems respectively. For the building security manager/s; train how to create/add/remove badges from the badging system.

4.3 Maintenance: maintenance of system should be accounted for prior to installation. The government cannot accept the use of a company owned laptop to update the system over the long term. This should be accounted when considering what will be required for system software updates and information transfer.

4.4 Perform phase 2 testing as prescribed in DAFI 31-101_DAFGM2022-01. Contractor will coordinate with the

Government Test director to ensure phase 2 was completed with zero (0) alarms were annunciated during the 72-hour period.

5. Phase 3: Testing (both projects)

The contractor shall identify a complete listing of proposed long lead items (if applicable), requiring purchase in advance of the 95% design review approval, to meet the contractor’s planned installation schedule. The Government PO will review proposed long lead purchases and the Procuring Contracting Officer (PCO) may provide authorization to purchase, if justified. The 95% Design Review will not be considered complete until all issues are resolved and the contractor has received Government PCO approval to proceed with procurement of equipment and installation. The contractor shall prepare an agenda for the design review and also record the minutes of the review. The contractor shall provide a recommended spares parts list.

6.2 Design reviews are intended as a tool to mitigate the risk that the contractor’s design will not meet the contractual effort’s performance requirements. Design reviews do not waive or otherwise release the contractor from its contractual obligation to satisfy all performance requirements of this contractual effort. Any comments or questions communicated to the contractor as a result of design reviews are suggestions to help the contractor mitigate risk.

6.3 The contractor shall conduct an Intrusion Detection System (IDS) baseline review for the Government as part of the 95% design review. Once the baseline is established at the 95% design review, the contractor shall not change the baseline milestones or delivery dates without written Government approval from the Contracting Officer.
