About this file
This document is a Site Visit Questions and Answers file for the Vindicator IDIQ contract (FA466126Q0027) issued by the 7th Contracting Squadron. It addresses clarifications regarding a Multiple Award IDIQ with three initial sample projects involving Intrusion Detection Systems (IDS), Access Control Systems (ACS), and Vindicator system installations at Dyess Air Force Base.
The three sample projects are: Project 1 involves B.7320 Vindicator and Core Switches installation in a server/SIPR room with network infrastructure; Project 2 covers B.7318 and B.4309 Vindicator installations requiring badging systems, motion sensors, and security door upgrades; and Project 3 addresses B.7232 Head-End Unit installation with fiber connectivity to alternate BDOC facilities. Key technical requirements include 8-hour UPS battery backup, AES-256 encryption for all IDS data transmission, LC single-mode fiber connections with bidirectional testing (maximum 0.3 dB loss for splices and 0.75 dB loss for connectors), Site Commander-based access control, and compliance with DISA APL for network equipment and Non-Nuclear CMD Approved Equipment List standards. Government-furnished items include escort services in controlled areas at no cost, fiber path completion to switch demark points, doors for IDS-controlled rooms, and OSP fiber connections. Contractors are responsible for network switch configuration, system installation, badging equipment procurement, and IT cabinet setup. The contract allows for award to one or multiple contractors based on evaluation factors, with contractors proposing their own period of performance. All projects are non-tax-exempt, and quote submissions must be consolidated into a single email with optional DODSafe transmission for oversized documents.
