About this file

This document is a solicitation incorporating clauses and contract terms for a federal procurement action (Document Number FA466126Q0027) issued by the U.S. Air Force. The document contains two primary sections: a comprehensive list of clauses incorporated by reference and a "Clauses in Full Text" section providing detailed regulatory and contractual requirements applicable to resulting contracts.

The solicitation establishes an indefinite-quantity contract structure with multiple ordering and payment procedures. Key ordering provisions include minimum orders of $25,000 and maximum orders of $1,000,000 per single item or combined items, with deliveries or task orders issued during a specified ordering period. The contract incorporates an Ombudsman provision for contractor complaints regarding task order and delivery order actions. Payment mechanisms utilize the Wide Area Workflow (WAWF) system, requiring contractors to have designated electronic business points of contact in the System for Award Management (SAM) and to submit payment requests through WAWF per specified document types and routing data tables. The contract includes options to extend the contract term up to 5 years 6 months and service extension options up to 6 months. Contractors must comply with limitations on subcontracting, with service contracts limited to 50 percent subcontracting to non-similarly situated entities. Additional requirements address item unique identification and valuation for items exceeding $5,000 in unit acquisition cost, covered defense telecommunications equipment prohibitions, and various compliance certifications including representations regarding foreign persons, hazardous materials, cloud computing usage, and state sponsor of terrorism considerations. The solicitation incorporates Defense Federal Acquisition Regulation Supplement (DFARS) clauses governing cost accounting standards, safeguarding of covered defense information, technical data rights, and mandatory commercial item pricing exceptions.
