The work comprises three primary phases. Phase 1 involves installation of the head-end unit, including IT cabinets sized appropriately for the facility to house Vindicator equipment, network switches, and UPS devices; installation of a dedicated power circuit; installation of a fiber optic patch cable connecting to the existing network (two strands of single mode fiber required); programming and configuration of the Vindicator system at the Base Defense Operations Center (BDOC) to mirror an alternate VCC at Building 5013; ensuring compliance with DAFI 31-101, DoDM 5100.76, and DAFMAN 31-101 Volume 2; and establishing fiber connectivity between Buildings 5013 and 7232. Phase 2 requires end-user training for 7 SFS personnel (fewer than 20 individuals across three shifts) with sessions not exceeding four hours each, and system maintenance planning to preclude use of company-owned laptops for long-term software updates. Phase 3 includes testing procedures per AFI 31-101 with 72-hour continuous functionality requirement and 30-day monitoring post-installation, with troubleshooting support and one-year warranty provided by the contractor.
Additional requirements include conducting a 95% design review with Government Program Office participation and approval before procurement and installation, submitting design review documentation and minutes, providing a recommended spare parts list, conducting an Intrusion Detection System baseline review, and performing operational testing in accordance with manufacturer standards. The contract is governed by the base Vindicator Alarm Systems IDIQ Statement of Work terms and conditions, with deviations specified herein.
