Summary: Section L & M - Request for Quotation, Dyess AFB Vindicator Systems IDIQ
This document contains the Instructions to Offerors (Section L) and Evaluation Factors (Section M) for a Request for Quotation (RFQ) to establish a Multiple Award Indefinite Delivery/Indefinite-Quantity (IDIQ) contract for Honeywell Vindicator alarm systems at Dyess Air Force Base, Texas. The 7th Contracting Squadron is seeking installation, maintenance, and purchase of alarm systems and components with associated services. This is a 100% Small Business Set-Aside under NAICS code 561621 (Security Systems Services except Locksmiths) with a $27.5 Million size standard. The Government intends to award multiple Firm-Fixed-Price IDIQ contracts and reserves the right to award one or multiple contracts. Individual Task Orders will be competed among awardees. Offerors must have active System for Award Management (SAM.gov) registration at time of submission and maintain quotation validity for a minimum of 120 days.
Quotations must be submitted electronically in three separate volumes: Volume I (Pricing Schedule), Volume II (Technical Approach, maximum 30 pages), and Volume III (Past Performance, maximum 5 pages). Evaluation criteria include Technical (approximately equal importance to price), Past Performance, and Price using best-value trade-off methodology. Technical evaluation addresses project management methodology, 95% design review process, equipment compliance with Approved CMD listings and cybersecurity standards (NIST SP 800-53, FIPS 140-3), safety plans, sample project execution schedules, and key personnel certifications. Offerors must provide definitive proof that proposed technicians are "certified Honeywell technicians" through current training certificates or official Honeywell confirmation. Past performance evaluation considers up to five recent relevant contracts within the last five years, with emphasis on Vindicator/IDS installation experience, federal installation work, and IDIQ contract management. Quotations receiving less than "Acceptable" technical rating are ineligible for award. The Government reserves the right to award higher-quoted offerors if superior technical and past performance benefits justify additional costs.

SECTION M — EVALUATION FACTORS FOR AWARD
M.1 BASIS FOR AWARD
M.1.1 Best Value Determination The Government will award IDIQ contracts to the responsible Small Business offerors whose quotations, conforming to the solicitation, are determined to represent the best value to the Government using a trade-off process. All evaluation factors other than cost or price, when combined, are approximately equal in importance to cost or price.
M.1.2 Minimum Technical Threshold To be considered for award, a quotation must receive a rating of “Acceptable” or higher for the Technical factor. The Government reserves the right to award to a higher-quoted offeror if the perceived benefits of a superior Technical rating and/or Past Performance record are determined to be worth the additional costs.
M.2 EVALUATION FACTORS
M.2.1 Factor 1: Technical The Government will evaluate the offeror’s technical quotation to determine the degree to which it demonstrates a clear understanding of the requirements and a sound approach to performance. The technical evaluation will be based on the offeror’s response to the subfactors outlined in Section L.4, using the adjectival ratings below:
Rating Description
Outstanding Quote demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths that will be of significant benefit to the Government. Risk of unsuccessful performance is very low.
Good Quote demonstrates a thorough approach and understanding of the requirements and contains at least one strength. Risk of unsuccessful performance is low.
Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements. Risk of unsuccessful performance is no worse than moderate.
Marginal Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Quote does not meet the material requirements of the solicitation, contains one or more deficiencies, and is un-awardable.
A Strength is an aspect of a quote that has merit or exceeds specified requirements to the advantage of the Government.
A Deficiency is a material failure of a quote to meet a Government requirement.
M.2.2 Factor 2: Past Performance The Government will conduct a performance confidence assessment based on the offeror’s demonstrated record of recent and relevant contract performance. The Government will review information provided by the offeror and data independently obtained from other sources, such as the Contractor Performance Assessment Reporting System (CPARS), Supplier Performance Risk System (SPRS), and other Government databases. Relevancy will be determined based on the similarity of work, contract size, and complexity compared to this SOW.
In determining the relevancy of past performance information, the Government will consider the similarity of the work performed to the requirements of this solicitation, Work performed with the Federal Government, and the Department of the Airforce, Contract Dollar values, Complexity of the Work, Recency of performance, and ability of contractor to complete work in accordance with Period of Performances.
Rating Description
Substantial Confidence Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral No recent/relevant performance record is available. In this case, the offeror’s past performance will not be evaluated favorably or unfavorably.
Limited Confidence Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
M.2.3 Factor 3: Price The Government will evaluate the total price for all three (3) sample projects combined. The Government will evaluate the price for completeness and reasonableness. The individual prices of the sample projects and the total evaluated price may also be used as a factor in the best value trade-off decision. An unrealistically low price may be grounds for rejection of the proposal on the basis of creating unacceptable performance risk.
A pricing schedule (Attachment 5) must be completed and submitted. This pricing schedule will be used by offerors for individual project pricing for all Fixed Line-item prices. Unpriced Line items will be determined by project specific pricing.
The Government will evaluate all individual line items for each of the three (3) sample projects to ensure pricing is balanced. Offers that are determined to contain unbalanced pricing—where one or more-line items are significantly overstated or understated relative to the actual cost of performance—may be rejected. If line items are determined to be unbalanced, the government reserves the right to remove the offeror from competition, and ineligible for award.
