Offerors must submit questions or comments by 2:00 PM CST on November 5, 2025, through the designated website using the bidder key provided, with the government indicating that final solicitation responses will be used to definitize the RFP before posting. A preproposal conference is planned to provide additional information to prospective bidders and interested parties.
This procurement carries no set-aside designation and is unrestricted to all eligible contractors. The current incumbent contractor is Weston Solutions (Contract #47QSHA18D0016), which currently manages fuel maintenance operations at multiple South Atlantic Division facilities. The contract is valued at approximately $52.2 million for corrective maintenance alone, with total estimated costs likely exceeding this figure when including preventive and other direct costs. The performance period consists of a 12-month base period plus four option years (two 12-month options and one 6-month option), with anticipated contract start date of February 14, 2026, and completion by August 2029. The procurement applies the NAICS code 561210 (Facilities Support Services) with a small business size standard of $47 million, and minimum quantitative small business participation requirements include 20% Small Business, 5% Small Disadvantaged Business, 2.5% Women-Owned Small Business, 3% HUBZone, 4% Veteran-Owned Small Business, and 3% Service-Disabled Veteran-Owned Small Business.
